Job Overview:
The National Consultant will play a crucial role in strengthening the capacity of national and local governments in managing the Reproductive, Maternal, Newborn, and Child Health (RMNCH) program. This includes responsibilities such as program planning, budgeting, coordination, advocacy, implementation, and monitoring/supervision. The consultant will develop program management guidelines, design performance indicators, and create reporting workflows, as well as conceptualize a monitoring and evaluation (M&E) dashboard. The role requires conducting policy desk reviews, facilitating stakeholder consultations, and refining guidelines based on regional field trials. The consultant will work closely with the Ministry of National Development Planning (Bappenas) and other stakeholders to operationalize the National Framework for Reducing Maternal and Child Mortality, ensuring that the tools developed are practical and effective in addressing the complex challenges of maternal and child health in Indonesia.

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks, including: conducting an extensive policy desk review of local government program planning, budgeting, coordination, and execution; developing RMNCH program management guidelines for sub-national program managers; creating an M&E framework for RMNCH at national, provincial, and district levels; developing technical assistance guidelines for reducing maternal and child mortality; providing technical assistance to Bappenas, the Ministry of Health (MoH), and the Ministry of Home Affairs (MoHA) in developing sub-national mortality transition tools; facilitating cross-sectoral consultations with relevant stakeholders; leading and coordinating field trials and validation workshops; and providing technical assistance for tracking follow-up on recommendations related to maternal and child health.

Required Qualifications:
Candidates must possess a Master's degree in Public Health, International Development, Gender Studies, Social Sciences, or a related field. Additional qualifications as a medical doctor, midwife, or in a health-related profession are desirable. Candidates should have at least 5 years of professional experience in public health, particularly in maternal and newborn health and sexual and reproductive health (SRH). Proven experience in program/project management related to maternal and newborn health is essential, along with demonstrated expertise in public health policies and programs. Experience working with government entities, INGOs, NGOs, or professional organizations at national or subnational levels is also required.

Educational Background:
The position requires a Master's degree in a relevant field such as Public Health, International Development, Gender Studies, or Social Sciences. Additional qualifications in health-related professions are considered an asset, enhancing the candidate's ability to understand and address health issues effectively.

Experience:
Candidates should have a minimum of 5 years of professional experience in public health, with a specific focus on maternal and newborn health and sexual and reproductive health. Experience in program/project management, particularly in relation to maternal and newborn health, is crucial. Familiarity with the Indonesian health system and experience working with government or development partners at various levels is highly valued.

Languages:
Fluency in both English and Bahasa Indonesia is mandatory, with strong written communication skills necessary for drafting high-quality reports. Excellent presentation and facilitation skills are also required for conducting workshops and meetings with diverse stakeholders.
