Job Overview:
The Humanitarian Representation Officer plays a crucial role within the Humanitarian Representation Team (HRT) at MSF, providing essential support to the EU Representative (EU REP) in both external and internal functions. This position is designed to offer analytical and strategic support, as well as administrative and logistical assistance. The HRT is responsible for maintaining active relations with external networks, including political, humanitarian, medical, and civil society organizations, and ensuring that MSF operations are informed by relevant and analyzed information. The officer will engage with various EU institutions and agencies, contributing to the development of MSF's humanitarian representation towards the EU system. This includes monitoring EU policies, funding priorities, and legislation that may impact MSF's operations, as well as conducting in-depth research to inform MSF's engagement with EU institutions. The role requires proactive follow-up on EU agendas and trends, ensuring that MSF's interests are effectively represented and advocated for within the EU framework.

Duties and Responsibilities:
The Humanitarian Representation Officer will be responsible for a wide range of duties, including: acting as the principal analyst and advisor to the EU REP, staying informed about changes in EU institutions and policies, and proactively reporting on EU funding priorities and legislation. The officer will monitor regional trends in humanitarian response and foreign policy, conducting in-depth research to inform MSF's engagement with EU institutions. Additionally, the officer will expand actor mapping across the EU, contribute to stakeholder analysis, and maintain up-to-date knowledge of EU institutions and actors. Attendance at meetings, taking minutes, analyzing outcomes, and reporting back to the EU REP are also key responsibilities. The officer will support the drafting of positioning and talking points for external engagements, disseminate relevant information and official correspondences, and ensure the internal dissemination of EU-relevant information within MSF. The role also involves logistical support for internal meetings and events, ensuring that all necessary arrangements are made for successful execution.

Required Qualifications:
Candidates for the Humanitarian Representation Officer position should possess strong analytical skills, with the ability to synthesize complex information and present it clearly. Excellent communication skills, both written and verbal, are essential, as the role involves drafting reports, correspondence, and engaging with various stakeholders. A deep understanding of EU institutions, policies, and decision-making processes is crucial, along with experience in advocacy or representation roles. The ability to work collaboratively within a team and maintain effective internal and external relationships is also important. Candidates should demonstrate a commitment to MSF's humanitarian principles and values, as well as a proactive approach to problem-solving and strategic thinking.

Educational Background:
A bachelor's degree in international relations, political science, humanitarian studies, or a related field is required for this position. A master's degree in a relevant discipline is preferred and may enhance a candidate's suitability for the role. Experience:
Candidates should have a minimum of 3-5 years of relevant experience in humanitarian advocacy, representation, or policy analysis, preferably within an international organization or NGO. Familiarity with humanitarian issues, development policies, and migration challenges will be beneficial for this role.

Languages:
Fluency in English is mandatory, as it is the primary working language of MSF International. Proficiency in French is highly desirable, given the bilingual nature of Brussels and the EU institutions. Knowledge of other languages relevant to MSF's operational contexts or EU member states would be considered an asset, enhancing the candidate's ability to engage with diverse stakeholders.
