Job Overview: The consultancy aims to enhance the Gender-Responsive Case Management (GRCM) framework within the Philippines' Department of Social Welfare and Development (DSWD). The consultant will update, layout, and finalize the Enhanced GRCM Program Manual and Trainers’ Manual, ensuring they are technically robust, visually accessible, and operationally ready for national implementation. This role is crucial for institutionalizing standardized, gender-responsive case management practices within DSWD systems and partner service delivery mechanisms. The consultant will conduct a comprehensive desk review, technical assessment, pilot testing, and validation of the manuals, ensuring they align with national policies and best practices in GBV case management.
Duties and Responsibilities:
Conduct an inception meeting with UNFPA and DSWD-PSB to confirm the scope and deliverables.
Prepare an Inception Report outlining the workplan and methodology.
Undertake a comprehensive review of relevant materials, including draft manuals and existing frameworks.
Conduct a technical assessment and gap analysis of the draft manuals.
Participate in the DSWD internal peer review process and integrate feedback into the manuals.
Design and lead pilot testing of the manuals, documenting findings and recommendations.
Refine and validate the manuals based on pilot testing feedback.
Produce high-quality, publication-ready versions of the manuals.
Provide technical support for the orientation and roll-out of the finalized tools. 1
Ensure adherence to ethical principles and Do No Harm approaches throughout the consultancy.
Required Qualifications:
Advanced university degree (Master’s Degree) in social work, sociology, anthropology, public health, development studies, or related fields.
Registered Social Worker (RSW) in the Philippines is required.
At least 2 years of experience in gender-based violence (GBV), case management, or related fields.
Demonstrated experience in developing training modules or operational guidelines related to GBV case management.
Proven experience in designing and facilitating Training of Trainers (ToT) and multi-stakeholder consultations.
Strong understanding of survivor-centered approaches and gender-responsive programming.
Educational Background: The position requires an advanced university degree (Master’s Degree) in relevant social science fields such as social work, sociology, anthropology, public health, development studies, or public policy. Additionally, being a Registered Social Worker (RSW) in the Philippines is mandatory for this role.
Experience: The consultant should have at least 2 years of progressively responsible experience in fields related to gender-based violence (GBV), case management, or social protection. Experience in developing, reviewing, and finalizing training modules or operational guidelines, particularly in GBV case management, is highly desirable. The consultant should also have experience in pilot testing and validation processes, as well as supporting the roll-out of tools or capacity-building programs within government systems.
Languages: Fluency in English is mandatory, and proficiency in Filipino or other local languages is considered an asset. The consultant should be able to communicate effectively with various stakeholders and produce high-quality written materials in English.
Additional Notes: The consultancy will commence upon contract approval and will involve a flexible work arrangement, allowing for remote tasks while ensuring timely communication and coordination with UNFPA and DSWD-PSB. The consultant will be compensated on a per-deliverable basis, with payments contingent upon the satisfactory completion and acceptance of deliverables. All travel-related expenses will be covered by UNFPA, and the consultant is expected to maintain regular availability during agreed working hours.
