Job Overview: The position of National Consultant is aimed at integrating nature-based climate solutions (NBCS) and gender equality into ecotourism and rural agricultural tourism initiatives in Vietnam. The consultant will be responsible for assessing the current status of these initiatives and providing actionable recommendations to enhance their effectiveness. This role requires a deep understanding of environmental standards, gender equality strategies, and sustainable tourism practices. The consultant will work closely with local communities, government agencies, and tourism entrepreneurs to develop gender-sensitive knowledge products and facilitate the establishment of women-led Communities of Practice (CoPs). The overall objective is to ensure that tourism models not only promote economic growth but also contribute to environmental conservation and social equity, particularly for women and marginalized groups.
Duties and Responsibilities: The National Consultant will have a comprehensive set of duties and responsibilities, including:
Assessing the current status of nature-based ecotourism and rural agricultural tourism in three designated locations, ensuring compliance with UNDP Social and Environmental Standards (SES) and the project's Gender Equality Strategy.
Analyzing potential models for ecotourism and agricultural tourism that enhance natural resource conservation and secure sustainable livelihoods for local communities.
Developing gender-sensitive knowledge products that integrate environmental safeguards and social considerations into tourism models.
Leading the design and formalization of women-led Communities of Practice (CoPs) by convening various stakeholders, including practitioners, government agencies, and local tourism entrepreneurs.
Supporting the development of bankable business plans for selected ecotourism enterprises to improve local resilience and increase incomes.
Ensuring that women, particularly from rural and ethnic minority communities, are at the forefront of CoP governance and decision-making processes.
Facilitating the sustainability of CoPs and creating mechanisms for sharing best practices in biodiversity conservation and gender equality.
Monitoring pilot projects to support women-led SMEs and cooperatives in applying SES and NBCS standards across the project locations.
Required Qualifications: The ideal candidate for this position should possess a strong background in environmental science, gender studies, or a related field. They should have proven experience in sustainable tourism development, particularly in integrating gender equality into environmental initiatives. The consultant should also demonstrate strong analytical skills, with the ability to assess complex situations and provide strategic recommendations. Excellent communication and facilitation skills are essential, as the role involves engaging with diverse stakeholders, including local communities and government entities. Additionally, familiarity with UNDP's operational standards and practices will be highly advantageous.
Educational Background: A minimum of a Master's degree in Environmental Science, Gender Studies, Sustainable Development, or a related field is required for this position. Candidates with a PhD or equivalent experience in relevant areas will be given preference. The educational background should reflect a strong understanding of both environmental and social dimensions of sustainable development, particularly in the context of tourism and community engagement.
Experience: Candidates should have at least 5 years of professional experience in sustainable tourism development, with a focus on integrating gender equality and environmental sustainability. Experience working with international organizations, particularly in the context of UNDP or similar agencies, is highly desirable. Proven track record in project management, stakeholder engagement, and community development will be critical for success in this role. Additionally, familiarity with the socio-economic context of Vietnam and experience working with rural and ethnic minority communities will be beneficial.
Languages: Fluency in English is mandatory for this position, as all documentation and communication will be conducted in English. Proficiency in Vietnamese is highly desirable, as it will facilitate engagement with local communities and stakeholders. Knowledge of other languages relevant to the local context may also be considered an asset.
Additional Notes: This consultancy position is expected to last from June 2026 to April 2028, indicating a long-term commitment to the project. The role is classified as an individual contractor position, which may offer flexibility in terms of working hours and location. The consultant will be expected to work closely with UNDP Vietnam and other stakeholders to ensure the successful implementation of the project objectives.
