Job Overview: The Monitoring & Evaluation Officer position at WFP is crucial for the effective implementation of the organization's Monitoring and Evaluation (M&E) systems in Sudan. The incumbent will play a key role in developing and executing M&E plans that align with WFP's corporate standards, ensuring that quality evidence is generated to inform policy, strategy, and design" style="border-bottom: 1px dotted #007bff !important;">program design. This role involves coordinating monitoring activities, managing decentralized evaluations, and conducting thematic and mid-term reviews. The officer will work closely with the Head of the M&E Unit to support the implementation of the Sudan Country Office's M&E system and the Monitoring Action Plan for the Assurance Strategy, focusing on the Minimum Monitoring Requirements (MMR). The position requires a proactive approach to data analysis, reporting, and evidence generation, contributing to WFP's mission of providing effective humanitarian assistance.
Duties and Responsibilities: The duties and responsibilities of the Monitoring & Evaluation Officer include:
Contributing to the development and implementation of the M&E plan in alignment with WFP corporate standards and country-specific strategies.
Supporting the line manager in ensuring that the Country Office’s monitoring systems and tools are compliant with corporate standards, including the minimum monitoring requirements (MMR) and standard operational procedures (SOP).
Developing or updating M&E tools, methodologies, and data collection instruments to ensure the accuracy and reliability of data.
Overseeing the planning and data collection processes for monitoring, supporting the implementation of the Risk-Based Monitoring Framework.
Conducting regular analyses of process monitoring coverage and the implementation of the MMR.
Ensuring data quality, accuracy, and completeness through rigorous data cleaning and validation processes.
Analyzing collected data to prepare periodic process monitoring reports, identifying trends, patterns, and insights relevant to program performance.
Utilizing data visualization techniques to effectively communicate findings to diverse audiences, including program staff.
Coordinating the dissemination of monitoring findings and recommendations to various stakeholders, including senior management and field teams, to support decision-making processes. 1
Providing training and technical assistance to WFP staff and partners on M&E principles, methodologies, and tools as required. 1
Contributing to the development of innovative and user-friendly knowledge products for internal and external stakeholders. 1
Performing any other duties as assigned by the Head of M&E.
Required Qualifications: The required qualifications for the Monitoring & Evaluation Officer position include:
Advanced university degree in Economics, Statistics, Sociology, or another relevant field; a master’s degree is an added advantage.
Proven knowledge, abilities, and skills in Monitoring and Evaluation, with a strong background in both quantitative and qualitative research.
In-depth knowledge of results-based management principles and practices, as well as WFP’s corporate accountability frameworks.
Advanced analytical skills and the ability to work under pressure, managing multiple priorities simultaneously.
Strong communication skills, both written and verbal, to effectively convey complex information to diverse audiences.
Educational Background: Candidates must possess an advanced university degree in a relevant field such as Economics, Statistics, or Sociology. A master’s degree is preferred and will be considered an advantage in the selection process.
Experience: Candidates should have a minimum of five years of relevant professional work experience in international development or humanitarian work, with at least four years of experience in managing complex monitoring and/or evaluation activities. This experience should demonstrate a strong understanding of M&E principles and practices, as well as the ability to work effectively in challenging environments.
Languages: Excellent written and spoken English (level C) is a mandatory requirement for this position. A working knowledge of Arabic is considered an advantage, as it will facilitate communication with local stakeholders and enhance the effectiveness of monitoring and evaluation activities.
Additional Notes: The position is a consultant role at Level II, with a contract duration of 11 months.
