Job Overview: The ICLA Officer is responsible for the implementation and coordination of Information, Counselling, and Legal Assistance (ICLA) activities in Akobo County, Jonglei State. This role involves ensuring adherence to NRC policies and guidelines while implementing ICLA activities according to established strategies, proposals, budgets, and plans. The officer will prepare periodic status reports and ensure proper documentation and filing of all relevant materials. The position requires coordination with relevant partners and the training and development of team members to enhance the quality of activities. The officer will also be responsible for identifying and assisting the most vulnerable beneficiaries, exploring new methods to improve assistance, and conducting assessments and monitoring of ICLA programming.
Duties and Responsibilities: The ICLA Officer will have a wide range of responsibilities including:
Providing information, counselling, and legal assistance to NRC beneficiaries as per the project sub-component.
Conducting assessments and regular monitoring in Internally Displaced Persons (IDPs), returnees, and host communities regarding various aspects of ICLA programming.
Planning, implementing, and evaluating community sensitization campaigns and information sessions, counselling sessions, and legal assistance related to security" style="border-bottom: 1px dotted #007bff !important;">security of tenure, human rights, and collaborative dispute resolution.
Contributing to the monitoring and evaluation of the ICLA project and suggesting improvements as necessary.
Representing NRC in meetings with government authorities and humanitarian partners as directed by the ICLA Project Coordinator.
Performing other relevant tasks as assigned by the ICLA Coordinator and Area management.
Required Qualifications: The position requires a holder of a bachelor’s degree in Law or Humanities from a recognized university. Candidates should have experience working in ICLA or legal protection projects within a humanitarian or emergency context. Previous experience in complex and volatile environments is essential, along with documented results related to the responsibilities of the position. Candidates must possess knowledge of their own management skills and profile, and fluency in English, both written and verbal, is mandatory. Additionally, fluency in Nuer (Naath) and/or Dinka languages is required.
Educational Background: Candidates must have a bachelor’s degree in Law or Humanities from a recognized university. This educational background is crucial for understanding the legal frameworks and humanitarian principles that govern the ICLA activities.
Experience: Candidates should have relevant experience working in ICLA or legal protection projects in humanitarian or emergency contexts. Experience in complex and volatile situations is necessary, as well as a proven track record of achieving results related to the responsibilities of the position. This experience will enable the officer to navigate the challenges of working in a humanitarian setting effectively.
Languages: Fluency in English is mandatory, both written and verbal. Additionally, fluency in Nuer (Naath) and/or Dinka languages is required for effective communication with beneficiaries. Knowledge of Arabic and other local languages is considered an advantage, enhancing the officer's ability to engage with diverse communities.
Additional Notes: The position is based in Bor and requires travel within Northern Jonglei counties, including TE, DUK, and Yuai. The contract is project-based for a duration of 7 months, with the possibility of extension based on performance and funding availability.
