Job Overview: The Logistics & Procurement Officer plays a crucial role in the procurement of goods and services in Jonglei state, ensuring compliance with NRC's and donors' procurement rules and regulations. This position is strategic in nature, aimed at facilitating the timely and efficient procurement processes necessary to support affected populations. The officer will be responsible for overseeing the procurement function, ensuring that goods and services are delivered in accordance with specified requirements and timelines. The role requires a proactive approach to problem-solving and the ability to navigate complex logistical challenges in a humanitarian context. The officer will work closely with program teams to provide guidance on procurement policies and ensure that all procurement activities are conducted transparently and efficiently. This position also involves maintaining an updated supplier database and engaging with vendors to ensure competitive pricing and quality service delivery.
Duties and Responsibilities:
Ensure adherence to NRC policies, tools, handbooks, and guidelines in all procurement activities.
Implement the delegated procurement support function portfolio according to the established plan of action.
Prepare and develop status reports as required by management to keep stakeholders informed.
Maintain proper filing of procurement documents to ensure easy access and compliance.
Promote and share ideas for improving the support function to enhance efficiency and effectiveness.
Provide guidance and advice to program teams on procurement policy-related issues at the field level.
Ensure timely delivery of goods and services according to specifications outlined in purchase requisitions.
Enforce a transparent and open procurement process to obtain the best value for money for NRC.
Implement internal controls and procedures to ensure strict compliance with the NRC Logistics Handbook. 1
Track all Purchase Requisitions from the field in the system and share weekly status updates with programs and management. 1
Maintain an updated supplier database, ensuring a list of diversified competitive vendors and blacklisting non-performing vendors. 1
Perform performance management for the procurement team to ensure high standards of work. 1
Ensure the Digital Procurement System (DPS) is set up and functioning effectively in the state, engaging suppliers and service providers on the platform. 1
Monitor and record asset movements and allocations to maintain accurate inventory records. 1
Set clear performance objectives in the system and monitor progress to meet deadlines. 1
Adhere to any other duties and responsibilities as delegated by the line manager, adapting to the specific context and operational needs.
Required Qualifications: The ideal candidate for the Logistics & Procurement Officer position should possess a minimum of 5 years of experience in logistics and procurement, preferably within an international NGO operating in emergency or post-conflict settings. A degree in Logistics and Supply Chain Management, Development Studies, or a related field is required. Candidates should have documented results related to the responsibilities of the position, demonstrating their ability to manage procurement processes effectively. Proficiency in standard Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook, is essential, while experience with Microsoft 365 collaboration tools such as SharePoint, Teams, OneDrive, and Planner is considered an asset. A good command of English, both written and spoken, is mandatory, and knowledge of Arabic and local languages is advantageous.
Educational Background: Candidates must have a degree in Logistics and Supply Chain Management, Development Studies, or a related field. This educational background is critical for understanding the complexities of procurement processes and logistics management in humanitarian contexts. The degree should provide a solid foundation in the principles of supply chain management, procurement strategies, and logistical operations, equipping the candidate with the necessary skills to navigate the challenges associated with delivering aid in emergency situations.
