Job Overview: The Finance/Natural Resources Expert will play a vital role in the monitoring and investigation of sanctions measures related to the Central African Republic (CAR). This position requires the expert to draft and finalize various reports for the Sanctions Committee, including ad hoc, midterm, and final reports. The expert will be expected to engage in frequent regional and international travel, adhering to United Nations administrative instructions for travel. The role involves working closely with a Panel of Experts established by the Security Council, which consists of five experts with substantial knowledge and experience in relevant areas. The expert will report to the Sanctions Committee and the Security Council, contributing to the implementation of sanctions regimes and providing recommendations based on investigations and outreach activities. The position is home-based but requires extensive travel to gather information and conduct investigations in the field.
Duties and Responsibilities: The duties and responsibilities of the Finance/Natural Resources Expert include:
Monitoring sanctions measures and investigating alleged violations related to the CAR.
Participating in investigations and contributing to the preparation of reports for the Security Council.
Compiling information on individuals and entities involved in sanctions violations.
Preparing and delivering briefings and presentations on the sanctions regime.
Monitoring media and social media for relevant issues.
Identifying areas for capacity strengthening among States to enhance sanctions implementation.
Ensuring reports adhere to high standards of evidence and methodology.
Providing due process to Member States and individuals during investigations.
Contributing to the preparation of the Panel's work program and travel schedule. 1
Participating in investigative missions and consultations to gather information. 1
Drafting correspondence and assessing information obtained during investigations. 1
Classifying and archiving materials related to investigations. 1
Submitting an End of Assignment Report at the end of the mandate. 1

Required Qualifications: The required qualifications for this position include:
An advanced university degree (Master’s degree or equivalent) in military science, political science, international relations, law, finance, journalism, or a related field. A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
A minimum of ten years of progressively responsible experience in the relevant area, including at least three years of field experience.
Significant field experience in post-conflict or transitional situations.
Strong field research or investigative experience in the area of expertise.
Experience in writing high-quality reports.
Proven interpersonal skills in complex political environments.
A demonstrated understanding of sanctions regimes in a UN or regional organization context is highly desirable.
Experience working under UN rules and regulations is also highly desirable.
Educational Background: Candidates must possess an advanced university degree (Master’s degree or equivalent) in military science, political science, international relations, law, finance, journalism, or another relevant area. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: Candidates should have a minimum of ten years of progressively responsible experience in the relevant area, which must include at least three years of field experience. This experience should encompass significant field research or investigative work in post-conflict or transitional situations, as well as a proven ability to write high-quality reports. Familiarity with the workings of the United Nations and its regulations is also beneficial.
Languages: Fluency in English and French is required for this position. Additionally, a working knowledge of one other UN language would be advantageous, enhancing the candidate's ability to communicate effectively in a multilingual environment.
Additional Notes: This position is classified as a Level C consultancy according to the UN's administrative instructions. It requires frequent regional and international travel, all of which will be conducted in Economy Class as per UN guidelines. The position is expected to become available in August 2026 for an initial period of 12 months, subject to renewal based on the mandate and budgetary approval.
