Job Overview:
The Expert on the Sanctions Committee will play a crucial role in drafting and finalizing reports related to the sanctions regime established by the Security Council. This position requires the expert to engage in extensive travel, both regionally and internationally, to gather information and conduct investigations into alleged sanctions violations. The expert will work closely with the Security Council Committee and will be responsible for monitoring sanctions measures, preparing recommendations for improved implementation, and ensuring that reports adhere to high standards of evidence. The role demands a strong understanding of the political landscape and the ability to work under pressure while maintaining professionalism and integrity.

Duties and Responsibilities:
The Expert will be responsible for a variety of substantive, organizational, and administrative duties. Substantively, the expert will monitor sanctions measures, investigate alleged violations, and contribute to the preparation of reports for the Security Council. Organizationally, the expert will help prepare the Panel's work program, participate in investigative missions, and maintain correspondence related to their responsibilities. Administratively, the expert must adhere to UN rules and regulations, ensuring compliance with safety and security policies. The expert will also be expected to engage with various stakeholders, including government officials and civil society, to gather relevant information and insights.

Required Qualifications:
Candidates must possess a strong background in military science, political science, international relations, law, finance, or journalism. An advanced university degree is required, and a first-level degree combined with additional qualifying experience may be accepted. The position requires a minimum of ten years of progressively responsible experience in relevant fields, including significant field experience in post-conflict situations. Strong analytical and research skills, as well as the ability to develop sound investigative cases, are essential. Candidates should also demonstrate an understanding of sanctions regimes and possess excellent interpersonal skills.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in military science, political science, international relations, law, finance, journalism, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background is crucial for understanding the complexities of sanctions and international relations.

Experience:
The position requires a minimum of ten years of relevant experience, including at least three years of field experience. Candidates should have significant experience in post-conflict or transitional situations, strong field research or investigative experience, and a proven track record of writing high-quality reports. Experience working under the rules and regulations of the United Nations is highly desirable, as is a demonstrated understanding of sanctions regimes in various contexts.

Languages:
Fluency in English and French is mandatory for this position. Additionally, a working knowledge of another UN language would be advantageous, enhancing the expert's ability to communicate effectively in diverse international settings.

Additional Notes:
This consultancy position is classified as Level C, as per the UN's administrative instructions. The role involves frequent travel, which will be conducted in Economy Class according to UN guidelines. The position is expected to become available in August 2026 for an initial period of 12 months, subject to renewal based on the mandate and budgetary approval.
