Job Overview: The Expert on the Sanctions Committee will play a crucial role in drafting and finalizing reports related to the sanctions regime imposed by the Security Council on the Central African Republic (CAR). Duties and Responsibilities: The duties and responsibilities of the Expert include, but are not limited to: monitoring sanctions measures and investigating alleged violations; participating in investigations and contributing to reporting through investigative reports and briefings; compiling information on individuals and entities involved in sanctions violations; preparing and delivering presentations on the sanctions regime; assisting in identifying areas for capacity strengthening in states; ensuring due process for member states and individuals during investigations; drafting correspondence and maintaining organized records of investigations; and submitting an End of Assignment Report at the end of the mandate. The expert will also be responsible for planning and executing a work program, participating in investigative missions, and collaborating with other panel members to assess and classify information obtained during investigations.
Required Qualifications: Candidates must possess an advanced university degree in military science, political science, international relations, law, finance, journalism, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Additionally, candidates should have a minimum of ten years of progressively responsible experience in the relevant area, including at least three years of field experience. Strong field research or investigative experience, as well as experience in writing high-quality reports, is essential. Proven interpersonal skills in complex political environments and a demonstrated understanding of sanctions regimes are highly desirable.
