Job Overview: The consultant will assist the Government of Sierra Leone through its Environment Protection Agency (EPA) in developing and implementing a comprehensive National Biodiversity Strategy and Action Plan (NBSAP) communication strategy. This strategy aims to align with the national communication and information strategy implemented by the Ministry of Information and Communication (MIC). The consultant's role is crucial in increasing understanding and enhancing the effective implementation of the NBSAP, which is vital for tracking progress in conserving Sierra Leone's biodiversity. The consultant will be responsible for creating a communication plan that effectively conveys the importance of biodiversity conservation and engages various stakeholders in the process. This includes drafting a consistent brand narrative, managing media relations, overseeing digital content, and analyzing audience data to ensure targeted engagement. The overarching goal is to facilitate the successful implementation of NBSAP 3.0 by raising awareness and promoting a whole-of-government and whole-of-society approach to biodiversity conservation, in line with the Global Biodiversity Framework and the objectives of the NBSAP Accelerator Partnership.
Duties and Responsibilities: The consultant will lead the development and implementation of a comprehensive communications plan for the NBSAP, which includes setting goals, defining target audiences, and selecting appropriate communication channels. Specific tasks include crafting and distributing consistent messaging across various platforms such as websites, social media, newsletters, and press releases. The consultant will strengthen the EPA's Information, Communication, and Advocacy Directorate to manage public relations and media contacts effectively. They will also ensure a consistent flow of timely information to the public regarding NBSAP-related interventions, facilitating engagement and alignment with existing initiatives. The consultant will analyze the effectiveness of communication campaigns, track metrics, and produce regular reports on communication initiatives related to NBSAP implementation. Additionally, they will provide capacity-building support to the EPA in developing and executing crisis communication plans and training on resource mobilization for NBSAP communication campaigns. The consultant will report to the Programme Management Officer of the Nature Frameworks Support Unit and collaborate closely with the NBSAP Accelerator Partnerships Facilitator and the EPA in Sierra Leone.
Required Qualifications: Candidates must possess an advanced university degree (master’s or equivalent) in Environmental Communication, Development Communication, Communication and Journalism, or related disciplines. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A minimum of five years of relevant experience in communications, public relations, or journalism related to biodiversity planning, conservation, and environmental work is required. Proven expertise in developing and implementing communication strategies, particularly at the institutional or national level, is essential. Candidates should demonstrate experience in communications for sustainable development, biodiversity, or environmental issues, and possess a strong understanding of the Convention on Biological Diversity (CBD) and the Kunming Montreal Global Biodiversity Framework (KMGBF). Previous experience working with UNEP, UNDP, or similar international organizations is desirable.
Educational Background: An advanced university degree (master’s or equivalent) in Environmental Communication, Development Communication, Communication and Journalism, or related fields is required. A first-level university degree, combined with two additional years of qualifying experience, may be accepted in lieu of an advanced university degree. Languages: Fluency in written and spoken English is required, as English and French are the working languages of the United Nations Secretariat. The consultant will work closely with the Environment Protection Agency (EPA) of Sierra Leone and will be involved in various training sessions to enhance the EPA's capacity in communication strategies.
