Job Overview: The Budget and Programming Officer position at WFP is designed to provide specialized support for the efficient planning, monitoring, and analysis of project financial performance. The role is crucial in enhancing the optimal use of financial resources within the organization. The officer will be responsible for reviewing budget plans, monitoring project financial performance, and making recommendations in compliance with WFP financial policies and best practices. This position requires a proactive approach to identifying financial discrepancies and suggesting corrective measures to maximize fund utilization. The officer will also contribute to improving internal processes and corporate systems, ensuring that data is accurately captured and accessible for decision-making. Duties and Responsibilities:
Review budget plans and monitor project financial performance, providing recommendations to support financial analysis and resource optimization.
Conduct comprehensive analyses on fund and grant balances, identifying surpluses and deficits, and suggesting corrective measures.
Support pipeline management to prevent and address pipeline breaks, ensuring operational effectiveness.
Contribute to the improvement of internal processes and the design of tools for planning, expenditure forecasting, and budget management.
Enter project budget plans and revisions into corporate systems to ensure timely and accurate data capture.
Compile and analyze data, maintain accurate records, and prepare periodic and ad hoc reports for internal and external stakeholders.
Maintain communication with stakeholders regarding project funds management to clarify discrepancies and optimize fund usage.
Provide guidance to support staff and contribute to their learning and development in budget planning and fund management.
Follow standard emergency preparedness practices to ensure WFP can respond quickly to crises.
Required Qualifications: Candidates must have a strong understanding of budget preparation and management, as well as experience in monitoring budgets and resource plans. Familiarity with WFP's budget system and related issues is essential. The ideal candidate should demonstrate initiative and responsibility in responding to complex queries and possess the ability to work independently with minimal guidance. Strong analytical and problem-solving skills are required, along with the ability to communicate effectively with various stakeholders.
Educational Background: The minimum educational requirement for this position is the completion of secondary school education. A post-secondary certificate in a related functional area is preferred. Candidates with higher educational qualifications in finance, accounting, or related fields will be considered favorably.
Experience: Candidates should have relevant experience in budget preparation and management, as well as in monitoring budgets and resource plans. Experience in assisting with budget-related issues within the WFP budget system is highly desirable. The role requires a demonstrated ability to handle complex financial queries and provide guidance to other staff members.
Languages: Fluency in both oral and written communication in the UN language in use at the duty station is mandatory.
