Job Overview:
The Information Management Officer (IM Officer) is tasked with designing, developing, and maintaining information management systems and digital workflows that cater to the needs of programs and Monitoring, Evaluation, Accountability, and Learning (MEAL). This role is pivotal in ensuring data quality, integrity, and accessibility across various projects. The IM Officer will lead the deployment of digital data collection tools, manage databases, and conduct data cleaning and validation processes. Additionally, the officer will produce dashboards, visualizations, and data summaries that aid in decision-making and donor reporting. The position also involves providing training and technical support to staff and partners, ensuring compliance with data protection standards, and collaborating with program and technical teams to enhance information management systems and practices continuously.

Duties and Responsibilities:
The IM Officer's responsibilities include supporting the creation, implementation, and daily management of information management and digital systems and databases. The officer will provide technical troubleshooting and improvements for digital platforms and dashboards, ensuring compliance with NRC’s security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">information security and data protection policies. Specific duties include designing, developing, and maintaining information management systems tailored to program and MEAL needs, leading the design and deployment of digital data collection tools, managing databases, conducting data quality assurance processes, and developing dashboards and reporting tools. The officer will also support program teams with digital participant registration and verification systems, produce regular data summaries for reporting, provide training on data collection tools and management practices, and ensure compliance with data protection standards across all IM processes.

Required Qualifications:
Candidates must possess a minimum of 3 years of experience in systems administration, design, and development, with a focus on implementing technology-based solutions that enable access to services. A degree in Information Technology, Information Management, or Computer Science is required. Previous experience in implementing digital and technology-enabled programming in emergency program cycles is essential, as is familiarity with participatory discussions and capacity-building activities. Candidates should demonstrate fluency in both Arabic and English, both written and verbal, and have a solid understanding of the political and humanitarian context in the West Bank and Gaza.

Educational Background:
The educational background required for this position includes a degree in Information Technology, Information Management, Computer Science, or a related field. This educational foundation is crucial for understanding the technical aspects of information management systems and digital workflows necessary for the role.

Experience:
The position requires a minimum of 3 years of relevant experience in systems administration, design, and development. Candidates should have a proven track record of conceptualizing and implementing technology-based solutions, particularly in emergency program cycles. Experience in working with mobile network operators or AI chatbots is preferable, as is familiarity with software such as Red Rose, LMMS, and MasterCard Aid Network.

Languages:
Fluency in Arabic and English is mandatory for this position, both in written and verbal communication. Proficiency in additional languages may be considered an asset, but it is not a requirement for this role.

Additional Notes:
The contract duration for this position is 6 months, with working hours set at 38 hours per week from Sunday to Thursday. The salary and benefits will be determined according to NRC’s salary scale and terms and conditions, specifically for the Gaza duty station.
