Job Overview:
The Regional EiE Advisor for PlayMatters will oversee the PlayMatters Crisis Modifier (CM) and Education in Emergencies (EiE) strategy, which is part of a four-year education initiative aimed at improving the well-being and holistic learning outcomes of children aged 3-12+ in conflict-affected areas of Ethiopia, South Sudan, and Uganda. The initiative emphasizes strengthening education systems to deliver quality education services through active teaching and learning methods, particularly Learning through Play (LtP). The advisor will work under the supervision of the Deputy Project Director – Technical and will collaborate with various stakeholders, including PM Country Project Management Committees and technical experts from the PM Consortium. The role involves developing strategies for crisis response, ensuring children's access to quality education during crises, and leading capacity strengthening and technical quality assurance efforts.

Duties and Responsibilities:
The Regional EiE Advisor will be responsible for developing and executing the PM CM strategy, which includes crisis response activation and implementation, integrating Disaster Risk Reduction, Preparedness, Anticipatory Action, and ensuring humanitarian-development coherence. They will sit on each PM CM Steering Committee to ensure proper implementation and will advise on designing preparedness and rapid response plans. The advisor will ensure that projects meet humanitarian standards and align with IRC's strategy, proactively identifying and managing risks that may impact program delivery. They will provide technical leadership for PM CM activities, coordinate with various teams, and contribute to partner capacity analysis and support plans. Additionally, the advisor will coach and mentor consortium staff, update IRC representatives in technical forums, and ensure that gender, protection, and environmental stewardship are mainstreamed in all programming.

Required Qualifications:
Candidates must possess an advanced degree in Education or Social Sciences or equivalent experience. A minimum of eight years of professional experience in managing education programs in emergencies is required. Strong knowledge of technical tools and standards related to education in emergencies and post-conflict settings is essential. Candidates should have experience developing training materials and facilitating workshops for adult learners, as well as excellent budget planning and management skills. Proven experience in managing diverse teams and delivering results under tight timelines is necessary, along with strong verbal communication skills and technical writing ability in English.

Educational Background:
An advanced degree in Education or Social Sciences is required for this position. Equivalent experience may also be considered.

Experience:
The position requires a minimum of eight years of professional experience in the management of education programs in emergencies. Candidates should have a strong background in developing and implementing education strategies in crisis contexts.

Languages:
Fluency in English is mandatory, with strong writing and editing skills. Additional language skills may be beneficial but are not specified as mandatory.
