Job Overview: The Associate Inter-Agency Coordination Officer plays a vital role in supporting UNHCR's efforts in coordinating humanitarian responses, particularly in refugee and internally displaced persons (IDP) settings. Duties and Responsibilities: The duties and responsibilities of the Associate Inter-Agency Coordination Officer include providing support to inter-agency processes, coordinating refugee settings, and managing cluster coordination in IDP contexts. The officer will assist in operational planning and ensure adequate contingency measures are in place for new emergencies. Responsibilities also include chairing regular working group meetings, conducting programmatic and funding gap analyses, drafting correspondence and reports, and conducting field visits to support field working groups. The officer will liaise with external partners and local organizations, lead sector working group meetings, and engage with government counterparts on basic assistance issues. The role requires prioritizing tasks, organizing work independently, and making recommendations on inter-agency coordination issues. The officer will also support the Inter-Agency Coordinator in maintaining dialogue with donors regarding funding and resource status for humanitarian programs.
Required Qualifications: Candidates must have a minimum of three years of relevant experience in humanitarian or development program implementation, with a focus on facilitating inter-agency coordination. A good knowledge of the UN system, NGOs, and related planning and coordination practices is essential. Proficiency in MS Office applications and knowledge of refugee protection principles and frameworks are also required. Candidates should have experience in public speaking and presentation delivery, as well as demonstrated expertise in emergency response and preparedness planning. Familiarity with cash-based interventions and experience in leading meetings and conducting trainings are desirable qualifications.
Educational Background: The educational background required for this position includes an undergraduate degree in Social Sciences, Development Studies, Economics, International Relations, Political Affairs, or a related field. Candidates with a graduate degree or a doctorate may have reduced experience requirements, with 2 years of relevant experience for a graduate degree and 1 year for a doctorate.
Experience: The position requires a minimum of three years of relevant experience in humanitarian or development program implementation. Candidates should have experience in facilitating inter-agency coordination at the sector or macro-level, with a strong understanding of the UN system and related planning and coordination practices. Experience in coordinating and implementing cash-based interventions, as well as expertise in assessments, monitoring, and evaluation, is highly desirable.
Languages: For this position, knowledge of English is mandatory, as well as proficiency in the UN working language of the duty station, which is Spanish in this case. Knowledge of local languages is also beneficial but not mandatory.
Additional Notes: This position is offered under a UNOPS contract for a duration of 5 months, with no extensions available. Only Salvadorian candidates or those holding permanent residency in El Salvador will be considered eligible, and proof of residency must be attached at the time of application.
