Job Overview: The Emergency Response and Recovery Technical Advisor will play a crucial role in shaping the strategy for Emergency Response and Recovery at both regional and global levels. This position involves providing technical leadership and advice to ensure high-quality programming that adheres to CRS program quality principles, donor guidelines, and best practices. The advisor will be responsible for rapid deployment leadership during humanitarian crises, guiding country programs on funding opportunities, and contributing to risk management efforts. The role also emphasizes knowledge management and learning, ensuring that lessons learned from emergency responses are documented and utilized to improve future programming.
Duties and Responsibilities: The advisor will contribute to the design and implementation of agency-wide strategies and standards in Emergency Response and Recovery. Responsibilities include providing technical solutions for strategic planning, supporting the establishment of emergency field offices, and overseeing operational functions such as security" style="border-bottom: 1px dotted #007bff !important;">security and logistics. The advisor will also lead capacity strengthening initiatives, mentor staff, and manage team dynamics. Additionally, the role involves representing CRS in regional and global forums, networking with organizations to enhance CRS's profile, and ensuring collaboration in Emergency Response and Recovery efforts.
Required Qualifications: Candidates must possess a strong understanding of technical principles in Emergency Response and Recovery, with demonstrated experience in developing curricula and tools for programming. Excellent relationship management skills are essential, along with strategic and analytical problem-solving abilities. The advisor should be able to influence stakeholders and work effectively in diverse cultural settings. Preferred qualifications include a Master's Degree in a relevant field and experience in high-risk contexts, particularly in disaster and conflict zones.
Educational Background: A Bachelor’s Degree in International Development, Disaster Management, or a related field is required. A Master's Degree is preferred and may provide an advantage in the selection process.
Experience: Candidates should have a minimum of ten years of work experience in Emergency Response and Recovery, with progressive responsibilities ideally in an international NGO setting. This experience should include at least three years of overseas work in multiple regions as a technical advisor or program manager for Emergency Response and Recovery programs.
Languages: Fluency in English is mandatory, along with proficiency in at least one additional CRS core language such as Arabic, French, or Spanish. Additional language skills are considered a plus.

Candidates must be willing to travel up to 50% of the time, with deployments typically lasting from one to three months.
