Job Overview: The ERP Oracle Functional and Technical Consultant (HR and Payroll) will be responsible for providing technical expertise and advice to enhance the operations within the AIPS Management Section of the IAEA. This role involves working closely with the HR and Payroll areas of the Agency-wide Information System for Programme Support (AIPS). The consultant will be expected to develop and implement solutions that improve the efficiency of business processes related to human resources and payroll management. The position requires a deep understanding of Oracle technologies and the ability to collaborate with various stakeholders to ensure that the developed solutions meet the business requirements. The consultant will also be involved in testing, deployment, and documentation of the technical components developed, ensuring alignment with quality assurance standards.
Duties and Responsibilities: The consultant will have a range of responsibilities including: providing expert technical advice on integrations and interfaces with AIPS applications and third-party applications; developing CEMLI (Configuration, Extension, Modification, Localization, and Integration) components using Oracle technologies; planning and executing test activities for CEMLI components in collaboration with key users; leading the deployment of CEMLI components to the production environment; conducting advanced analysis and resolution of technical issues; documenting developed CEMLI components and providing technical assistance to departments; and collaborating with business teams to ensure developed solutions align with business requirements and assist in obtaining business sign-off after successful testing.
Required Qualifications: Candidates must possess a university degree in a relevant field and have a minimum of five years of relevant working experience with Oracle Human Resources (HCM) and Oracle Payroll. A good understanding of requirements in the international public sector is essential. Additionally, candidates should have at least ten years of experience as an Oracle PLSQL developer, with development experience in building reports, workflows, conversions, and extensions. Familiarity with ITIL and knowledge of Oracle Fusion Cloud Apps would be advantageous. An accredited certification in Project Management such as PMP or Prince2 is also desirable. Excellent oral and written command of English is mandatory, and knowledge of other official IAEA languages (Arabic, Chinese, French, Russian, and Spanish) is considered an asset.
Educational Background: A university degree in a relevant field is required for this position. This could include degrees in computer science, information technology, business administration, or related disciplines that provide a strong foundation for understanding the technical and functional aspects of ERP systems, particularly in the context of human resources and payroll management.
Experience: The position requires a minimum of five years of relevant working experience specifically with Oracle Human Resources (HCM) and Oracle Payroll systems. Additionally, candidates should have at least ten years of experience as an Oracle PLSQL developer, demonstrating a strong background in developing and implementing technical solutions within ERP environments. Additional Notes: The consultancy position offers a daily fee of up to a maximum of €375, which is determined based on the qualifications and experience of the candidate. If duty travel is required as part of the assignment, a daily subsistence allowance (DSA) and travel costs will be provided. It is important to note that health coverage and pension fund responsibilities lie with the incumbent.
