Job Posting Organization:
The South East Asia and Pacific Multi-Country Office (EAPMCO) was established in January 2023, following the merger of the Thailand Multi-Country Office and the Cambodia Multi-Country Office. EAPMCO supports, develops, and oversees the UNOPS portfolio of projects across 24 countries in North East Asia, South East Asia, and the Pacific. The organization focuses on various sectors including Energy Transition, Digital Transformations, Sustainable Environmental Management, Climate Change, Waste Management, Rule of Law and Access to Justice, Water, Sanitation and Hygiene (WASH), Post-Conflict Reintegration, Emergency Relief, Post-COVID-19 Economic Transformations, and Health. In 2022, EAPMCO implemented projects worth over USD 95.7 million, providing strategic direction and operational support across its nine business units located in different countries. The headquarters in Bangkok ensures excellence in business processes and quality standards, while also managing a health portfolio aimed at improving access to public health services in collaboration with governments, including the Government of Tuvalu for the Tuvalu Health System Strengthening Project (THSSP).

Job Overview:
The engineer" style="border-bottom: 1px dotted #007bff !important;">Civil Engineer position is crucial for providing technical support in the planning, design review, supervision, and monitoring of infrastructure projects. The incumbent will be responsible for ensuring that construction activities comply with approved designs, technical specifications, and relevant standards. This role involves site supervision, quality assurance, and coordination with various stakeholders to support project implementation activities. The Civil Engineer will contribute to project reporting, documentation, and progress monitoring, ensuring timely and effective delivery of project outputs. The position requires a proactive approach to drive high-quality infrastructure delivery through technical expertise and compliance with design and safety standards, ultimately contributing to the successful achievement of project objectives and broader organizational goals.

Duties and Responsibilities:
The Civil Engineer will support the effective implementation and delivery of infrastructure projects by providing technical expertise in planning, design review, construction supervision, and quality assurance. Key responsibilities include:
  • Supporting project assessments, preparation of bills of quantities (BoQs), cost estimates, technical specifications, and tender documentation.
  • Assisting in contractor evaluations and contract management processes.
  • Monitoring construction activities on-site to ensure compliance with approved designs, engineering standards, occupational health and safety requirements, and environmental and social safeguards.
  • Supervising contractors and site activities, verifying quantities and work progress, identifying technical issues and risks, and recommending corrective measures.
  • Contributing to project monitoring, reporting, documentation, and handover processes.
  • Coordinating with government counterparts, contractors, consultants, local authorities, and community stakeholders to strengthen collaboration and project ownership.
  • Representing the project in technical meetings, field missions, and coordination activities as delegated by the Project Manager.
  • Participating in knowledge sharing and capacity development through technical discussions, preparation of briefing materials and reports, and support to training or learning activities related to civil engineering and infrastructure project management.

Required Qualifications:
The ideal candidate for the Civil Engineer position should possess strong civil engineering knowledge and experience in construction supervision, design review, and quality assurance. The qualifications include:
  • Proven expertise in civil engineering principles and practices.
  • Familiarity with relevant technical standards and specifications.
  • Strong analytical and problem-solving skills.
  • Ability to work collaboratively in a team environment and engage with various stakeholders.
  • Excellent communication skills, both written and verbal, to effectively convey technical information and project updates.

Educational Background:
A degree in Civil Engineering or a related field is required for this position. Advanced degrees or certifications in project management or specialized engineering disciplines may be advantageous. Continuous professional development and training in relevant areas of civil engineering and infrastructure project management are also beneficial.

Experience:
Candidates should have a minimum of 3-5 years of relevant experience in civil engineering, particularly in infrastructure project implementation and management. Experience working in international development contexts or with UN agencies is highly desirable. The ability to demonstrate successful project delivery within agreed timelines, budgets, and quality standards is essential.

Languages:
Fluency in English is mandatory for this position, as it is the working language of the organization. Knowledge of additional languages relevant to the region, such as French or local dialects, would be considered an asset and beneficial for stakeholder engagement.

This position is based in Tuvalu, where living conditions are basic and reflect the country’s remote atoll environment.
