Job Overview:
The Senior Project Officer position is integral to the Public Sector Management and Governance Sector Office (SD3-PSMG) within Sectors Department 3 (SD3) at ADB. The role is based in the Resident Mission Office in Ulaanbaatar, Mongolia, and involves providing technical and operational support in project and technical assistance (TA) administration, processing, and implementation within the public sector management and governance sector. The Senior Project Officer will conduct sector analyses for the Country Partnership Strategy (CPS), country programming missions (CPM), and country portfolio review missions (CPRM). The position requires a thorough understanding of public sector dynamics in Mongolia, the ability to work independently or collaboratively with minimal supervision, and the capacity to mentor junior team members. The Senior Project Officer will also engage in policy dialogues with government officials and contribute to the successful formulation and processing of loan and TA projects.

Duties and Responsibilities:
The Senior Project Officer will be responsible for a comprehensive set of duties, including: conducting independent sector research and updating information on public sector management and governance; analyzing macro-fiscal, institutional, or economic issues; preparing analytical reports; acting as a sector focal point for SD3-PSMG; coordinating with government agencies and ADB Headquarters staff; participating in loan processing missions and providing technical inputs; leading the processing and administration of specific loans and TAs; engaging with various stakeholders to facilitate project formulation; ensuring compliance with ADB policies through comments on draft documents; undertaking project review missions and preparing necessary reports; monitoring the PSMG portfolio; tracking reform progress; participating in Country Portfolio Review and Country Programming Missions; preparing Project Completion Reports; guiding junior officers; and performing other duties as assigned.

Required Qualifications:
Candidates must possess a Bachelor's degree in economics, management, public policy, or relevant fields, with a preference for a Master's degree or equivalent. A minimum of 8 years of relevant professional experience in project management and implementation is required, including at least 4 years of supervisory experience. Familiarity with various stages of the project cycle, including planning, feasibility analysis, detailed design, implementation, and contract management, is desirable. Excellent report-writing and communication skills in English are essential, along with the ability to mentor junior team members and liaise effectively with government officials. Collaborative teamwork skills are also necessary, and candidates must have at least two years of relevant experience outside ADB within the past five years.

Educational Background:
The educational background required for this position includes a Bachelor's degree in a relevant field such as economics, management, or public policy. A Master's degree or equivalent is preferred, which would provide a deeper understanding of the complexities involved in public sector management and governance.

Experience:
The position requires at least 8 years of relevant professional experience in project management and implementation, with a minimum of 4 years in a supervisory role. Candidates should have experience in various stages of the project cycle, demonstrating a comprehensive understanding of project planning, feasibility analysis, detailed design, implementation, and contract management. Additionally, two years of relevant experience outside ADB within the past five years is mandatory, with ADB-engaged consultancy or contracting experience considered as experience outside of ADB.

Languages:
Proficiency in English is mandatory, particularly in report writing and communication. While English is the primary language required for this position, knowledge of additional languages relevant to the region may be considered advantageous but is not mandatory.

Additional Notes:
This position is open to both internal and external applicants and is crucial to ADB's Workforce Rebalancing Framework (2022-2027). It is a local staff position, open only to nationals and permanent residents of Mongolia. The appointment is fixed-term with an initial duration of up to 3 years, with the possibility of renewal based on performance and organizational needs.
