Job Overview: The Director of Programs (DoP) at Mercy Corps is a strategic leader responsible for managing a diverse portfolio of programs and teams in Palestine. This role requires a resourceful individual with a proven track record in senior leadership positions within challenging contexts. The DoP will oversee the integration of quality, evidence, and learning into program implementation, ensuring that programs are responsive to the needs of the communities served. The position demands a collaborative approach to develop and communicate a clear vision for program goals and strategies, while also ensuring effective communication and collaboration among various teams. The DoP will lead efforts to create innovative solutions to development and humanitarian challenges, while promoting team member growth and accountability to program participants and donors.
Duties and Responsibilities: The DoP will be responsible for developing and communicating a clear vision for program goals and strategies, leading countrywide program strategy development, and ensuring effective communication between programs and support teams. They will provide strong leadership to enhance coordination and collaboration among programs, contribute to change management, and ensure that all programs are implemented according to Mercy Corps policies and standards. The DoP will also oversee the quality, evidence, and learning agenda across all programs, ensuring compliance with minimum standards and promoting a culture of shared learning. Additionally, the DoP will lead strategic business development efforts, identifying new initiatives and program opportunities, and managing relationships with donors and partners. Team management is also a key responsibility, ensuring a work environment of mutual respect and continuous learning, while managing performance and providing mentorship to team members. The DoP will also ensure compliance with donor regulations and maintain oversight of program budgets, while representing Mercy Corps to various stakeholders and maintaining productive relationships with government and civil society organizations.
Required Qualifications: Candidates must possess a BA/S or equivalent in a relevant field, with an MA/S preferred. A minimum of seven years of senior-level leadership and management experience in large and complex programs, particularly in humanitarian operations, is required. Candidates should have a strong knowledge of Mercy Corps' outcome areas and technical priorities, as well as proven experience in developing and implementing program strategies. Strong interpersonal and communication skills, including negotiation and coaching abilities, are essential. Candidates should also have experience in managing strategic transitions in complex environments and a thorough understanding of donor regulations and compliance requirements.
Educational Background: A BA/S or equivalent in a relevant field is required, with a preference for candidates holding an MA/S. The educational background should align with the responsibilities of managing complex programs and understanding the humanitarian-development-peacebuilding nexus.
Experience: Candidates should have at least seven years of senior-level leadership experience, particularly in managing complex humanitarian programs. Experience in the Middle East and in insecure environments is strongly preferred. Proven success in developing and operationalizing program strategies, as well as experience in representation and negotiation, is essential.
Languages: Fluency in English is required, with excellent oral and written communication skills. Proficiency in Arabic is preferred but not mandatory. Candidates should be able to communicate effectively with diverse stakeholders in both languages.
Additional Notes: This position is based in Ramallah, Palestine, and may require travel to field sites in Mercy Corps' operational areas, up to 30% of the time, depending on security" style="border-bottom: 1px dotted #007bff !important;">security conditions. The role is non-accompanied, and candidates must be able to work in an environment with periodic challenges related to energy, transportation, and communication.
