Job Overview: The Military Information Systems Expert position is crucial within the Division of Civil-Military Cooperation at EUROCONTROL. The selected candidate will play a pivotal role in ensuring the interoperability of civil and military technical systems throughout the entire lifecycle of data processing that supports Air Traffic Management (ATM). This includes working with various concepts and systems such as SWIM (System Wide Information Management), AIM/AIS (Aeronautical Information Management/Aeronautical Information Services), and FDPS (Flight Data Processing Systems). The expert will be responsible for addressing military needs through contributions to research, industrialization, and the deployment of technological improvements. This role also involves providing guidance to stakeholders and contributing to rulemaking and training initiatives. The expert will engage in consultations with national military authorities and international organizations to ensure that military requirements are met effectively.
Duties and Responsibilities: The duties and responsibilities of the Military Information Systems Expert include:
Providing civil-military technical expertise and guidance to support interoperability projects and activities in AIM, ATM systems, and data processing.
Overseeing and contributing to the definition, development, and implementation of deployment initiatives aimed at enhancing civil-military interoperability.
Developing and contributing to studies, technical guidance, and documentation that support military and civil-military interoperability across various information system domains.
Delivering technical contributions to research activities, including SESAR, to support civil-military solutions and improvements.
Providing technical support to EASA rulemaking and standardization activities, ensuring regulatory compliance in AIM/AIS and SWIM.
Collaborating with stakeholders on civil-military data processing and AIM/AIS interoperability, including national authorities and international institutions.
Ensuring compliance with applicable aviation standards and contributing to audits and certification processes.
Staying updated on technological developments and sharing knowledge within the organization.
Carrying out any other tasks in line with the main purpose of the job.
Required Qualifications: Candidates must meet one of the following educational and professional experience requirements:
Completion of third-level studies in a relevant field (e.g., engineering, information technologies, computer sciences) at EQF level 7, followed by at least 5 years of relevant professional experience as a military officer.
Completion of third-level studies in a relevant field at EQF level 6, followed by at least 6 years of relevant professional experience as a military officer. Additionally, candidates should possess knowledge of military communications and information systems, including system interfacing and data sharing mechanisms. Familiarity with information systems and data processing engineering domains, particularly in SWIM, AIM/AIS, and advanced flight data concepts, is essential. Experience in military-military and civil-military cooperation, as well as working in a military environment, is also required.
Educational Background: The educational background required for this position includes a degree in a relevant field such as engineering, information technologies, or computer sciences. Candidates must have completed their studies at either EQF level 6 or level 7, which corresponds to a bachelor's or master's degree, respectively. This educational foundation is critical for understanding the complex technical requirements of the role and for effectively contributing to the organization's objectives in civil-military interoperability.
Experience: The level of experience needed for this position includes a minimum of 5 years of relevant professional experience as a military officer for candidates with a master's degree (EQF level 7) or at least 6 years for those with a bachelor's degree (EQF level 6). Experience should ideally be gained in a military environment, particularly within an Air Force context, and should involve dealing with communications and information systems, data processing, and interoperability projects. Familiarity with the Single European Sky initiatives and SESAR is considered an asset, as is experience in research activities and cooperation with defense industry stakeholders.
Languages: Proficiency in English at level C1 is mandatory for this position, as it is one of the working languages of the Agency. Candidates are also required to become basic users of French at level A1/A2 before the end of their probation period. This language requirement ensures effective communication within the multinational and multicultural environment of EUROCONTROL.
Additional Notes: The position is classified as an Administrator role at job levels AD6-AD9, with a duration of 5 years, subject to renewal or conversion under specific conditions. The selected candidate must reside in Brussels or a reasonable proximity to fulfill their duties effectively. The working arrangement follows a hybrid model, allowing for a combination of onsite presence and remote work, although full-time remote work is not permitted. Candidates must be nationals of EUROCONTROL Member States, and the selected candidate will undergo a probationary period of nine months. The appointment may be renewed multiple times, but the total duration, including renewals, cannot exceed nine years.
