Job Overview: The Technical Specialist (Demographic Dividend) plays a crucial role in supporting UNFPA's initiatives on demographic analysis and policy application, particularly in countries that are at early and intermediate stages of demographic transition. This position is integral to the implementation of UNFPA's Strategic Plan for 2026-2029, which aims to adapt to demographic changes while upholding individual rights and choices. The specialist will provide technical expertise and analytical support, ensuring that population data is effectively translated into actionable policies and development outcomes. The role encompasses a wide range of responsibilities, including conducting advanced demographic analyses, supporting capacity development initiatives, and fostering strategic partnerships to enhance the impact of UNFPA's work on population dynamics.
Duties and Responsibilities:
Technical Leadership and Analytical Support: Provide expertise on population dynamics, lead demographic analyses, and support the development of tools for decision-making.
Capacity Development: Strengthen national capacities in demographic data analysis and contribute to training initiatives.
Evidence, Knowledge, and Foresight: Generate evidence on population trends and their implications, and support demographic foresight initiatives.
Strategic Partnerships and Representation: Develop partnerships with various stakeholders and represent UNFPA in relevant forums.
Resource Mobilization: Assist in resource mobilization efforts and prepare technical inputs for proposals.
Policy Influence and Advocacy: Translate demographic evidence into policy recommendations and support advocacy efforts.
Other Duties: Perform additional tasks as required by the Branch Chief or Division Director.
Required Qualifications: Candidates must possess a minimum of 7 years of progressively responsible experience in population and development analysis, research, and policy engagement. They should demonstrate expertise in demographic analysis and its application to rights-based policy and planning. Experience in areas such as fertility, mortality, sexual and reproductive health, gender equality, migration, and climate change is desirable. A strong understanding of human rights-based approaches to population and development is essential, along with proven ability to deliver high-quality analytical outputs.
Educational Background: An advanced university degree (preferably a PhD) in demography, economics, population studies, statistics, public health, or a related field with a specialization in population and development is required for this position.
Experience: The position requires a minimum of 7 years of relevant experience in population and development analysis, research, and policy engagement. Experience in low and middle-income countries is highly desirable, as is experience in resource mobilization and donor engagement.
Languages: Fluency in English is mandatory for this role. A working knowledge of French, Spanish, or another UN official language is considered desirable.
