Job Overview:
The Programme Analyst position at UN Women in Brazil is crucial for the effective management of the organization's programs. Reporting to the Deputy Head of Programme, the Programme Analyst is responsible for providing substantive inputs to the design, formulation, implementation, and evaluation of UN Women programs. This role involves coordinating the overall work plan development and implementation of programs, ensuring that they align with strategic objectives and national priorities. The Programme Analyst will monitor results achieved during program implementation, ensuring that appropriate systems and procedures are applied. The position requires close collaboration with various stakeholders, including government officials, donors, and civil society, to ensure successful program implementation. The Programme Analyst will also contribute to the development of programmatic strategies and provide technical support to partners, enhancing their capacity to implement and expand programs effectively.

Duties and Responsibilities:
The duties and responsibilities of the Programme Analyst include coordinating the development and implementation of program work plans, gathering inputs for periodic reports, establishing systems for project planning and monitoring, and maintaining documentation on program activities. The Analyst will monitor the implementation of activities and expenditures, conduct regular monitoring visits, and draft annual and quarterly reports. Additionally, the role involves managing financial resources, including budgeting and expenditure tracking, supervising program associates and assistants, and providing technical inputs to program proposals. The Analyst will also lead the implementation of program activities, coordinate calls for proposals, and train partners on Results Based Management. Furthermore, the position requires monitoring progress using results-based management tools, drafting reports on program outcomes, and providing inputs for resource mobilization strategies. The Analyst will support inter-agency coordination and contribute to advocacy and knowledge-building efforts, including organizing campaigns and developing knowledge management products.

Required Qualifications:
Candidates for the Programme Analyst position must possess a Master's degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification is considered an advantage. The role requires at least 2 years of progressively responsible work experience in development program/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building. Experience in the Women's Economic Empowerment area is desirable, as is experience coordinating with government agencies and donors. Candidates should have experience leading and coaching staff in international settings and be proficient in using computers and office software packages, including MS Word and Excel. Familiarity with web-based management systems and modern ERP systems, preferably Oracle Cloud, is also desirable.

Educational Background:
The educational background required for the Programme Analyst position includes a Master's degree or equivalent in relevant fields such as social sciences, human rights, gender/women's studies, or international development. A first-level university degree may be accepted if accompanied by additional qualifying experience. A project/programme management certification would enhance a candidate's qualifications.

Experience:
The position requires at least 2 years of relevant experience in development program/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building. Candidates should have experience in the Women's Economic Empowerment area and in liaising with government agencies and donors. Experience in leading and coaching staff in international contexts is essential, along with proficiency in using office software and web-based management systems.

Languages:
Fluency in English and Portuguese is mandatory for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is considered desirable and may enhance a candidate's profile.

Additional Notes:
The Programme Analyst position is likely to be full-time and may involve supervisory responsibilities over program/project assistants and associates. The role may also require the supervision of consultants.
