Job Overview: The Environmental Officer position is crucial for the Secretariat of the Vienna Convention and its Montreal Protocol, located in Nairobi. The incumbent will work under the direct supervision of the Senior Legal Officer and will be responsible for leading technical work on various issues related to the Montreal Protocol, including energy efficiency, refrigerant management, and climate change. The role involves advising stakeholders, preparing briefing materials, and building partnerships to enhance international cooperation for effective implementation of the Protocol. The officer will also support the Implementation Committee, service diplomatic conferences, and analyze data to provide insights for decision-making. This position requires a proactive approach to addressing compliance issues and fostering collaboration among diverse actors in the environmental sector.
Duties and Responsibilities:
Lead the Ozone Secretariat’s technical work on key issues such as energy efficiency and refrigerant management.
Identify and track emerging technical and policy issues related to the Montreal Protocol.
Advise colleagues and stakeholders on technical questions regarding the Protocol.
Prepare briefing materials for parties and stakeholders.
Build relationships with various actors to enhance cooperation for the Protocol's implementation.
Participate in knowledge-sharing activities relevant to ozone and climate protection.
Serve on UNEP committees and working groups to promote the Ozone Secretariat's work.
Support the Implementation Committee by preparing documentation and making presentations.
Communicate with parties and relevant agencies regarding non-compliance procedures. 1
Collect and analyze data to identify trends and provide insights through data visualization methods.
Required Qualifications: Candidates must demonstrate professional competence in environmental protection issues, particularly in the context of the Montreal Protocol. They should have a proven ability to develop and implement tasks related to the Ozone Secretariat’s work, including energy efficiency and climate change. Successful candidates will have experience in establishing relationships with stakeholders and a creative approach to compliance challenges. Strong analytical skills and the ability to convey information effectively are essential. Candidates should also show a commitment to gender perspectives and equal participation in all areas of work.
Educational Background: An advanced university degree (Master's degree or equivalent) in environmental sciences, environmental management, environmental economics, law, or a related area is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable.
Experience: A minimum of seven years of relevant work experience in monitoring and evaluation of environmental projects or related areas is required. At least four years of experience working with a government on the Montreal Protocol or with an intergovernmental entity is desirable. Experience in evaluation, research, project management, and strategic planning within the UN system or similar organizations is also desirable. Additionally, a minimum of two years of experience in data analytics or related fields is preferred.
Languages: English is required for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. Desirable languages include French, Spanish, Chinese (Mandarin), Arabic, or Russian, with a minimum proficiency level of UN Level I in these languages.
Additional Notes: The appointment is for an initial period of one year and may be subject to extension based on the continued existence of the mandate and availability of funding. The position is a fixed-term appointment limited to the entity, and renewal is contingent upon these factors.
