Job Overview: The Online Volunteer position is designed to support the Regional Office for Europe and Central Asia (ROECA) in Uzbekistan by conducting research and providing analytical insights into the legal framework governing volunteerism in the country. The role involves analyzing the main Law 'On Volunteering Activities' along with related legislation concerning NGOs, youth policy, social protection, and civic engagement. The volunteer will be responsible for systematizing the legal framework and offering recommendations for improvements. This position is crucial in bridging the gap between local community organizations and national development processes, ensuring that volunteerism is effectively integrated into broader development strategies.
Duties and Responsibilities:
Analyze the main Law 'On Volunteering Activities' (2019, with 2023 amendments) and related legislation concerning NGOs, youth policy, social protection, and civic engagement.
Systematize the legal framework regulating volunteerism in Uzbekistan.
Conduct thorough research, data collection, and analysis within the local context regarding the law on volunteering.
Compile research outputs and develop a comprehensive report that includes suggestions for updates and enhancements related to volunteerism processes.
Collaborate with the Partnership and Mobilization Support Officer to ensure alignment with UN programmatic priorities.
Identify key stakeholders in the civil society landscape and assess their capacities to engage with national and international development processes.
Provide analytical insights and recommendations based on the research findings to improve the legal framework and support volunteerism in Uzbekistan.
Required Qualifications:
Strong analytical skills with the ability to interpret legal texts and frameworks.
Familiarity with volunteerism, civil society, and development processes in Uzbekistan.
Excellent research skills, including data collection and analysis.
Ability to work independently and collaboratively with diverse stakeholders.
Strong written communication skills to compile reports and present findings clearly and effectively.
Educational Background: A degree in law, social sciences, international relations, or a related field is preferred. Candidates with relevant academic backgrounds or experience in volunteerism, civil society, or development studies will be considered favorably.
Experience: Previous experience in research, particularly in legal analysis or volunteerism, is highly desirable. Familiarity with the civil society landscape in Uzbekistan and experience working with NGOs or community-based organizations will be advantageous. The role may also require understanding of local laws and regulations related to volunteerism and civic engagement.
Languages: Fluency in English is mandatory, while proficiency in Uzbek or Russian is highly desirable. Knowledge of additional languages may be considered an asset, particularly in enhancing communication with local stakeholders.
