Job Overview:
The Human Resources Associate position is critical in providing HR administrative and logistical support for the Regional and Somalia Country Programme. Reporting to the Regional HR Business Partner and working closely with the Operations Manager, the incumbent will be responsible for delivering HR operational services, including recruitment and placement, contract administration, and benefits management. The role requires collaboration with operations, program, and project teams to ensure the successful implementation of HR services. The HR Associate will administer and implement HR strategies and policies in compliance with UN Women regulations, provide HR administrative services, facilitate recruitment processes, and support audit readiness by maintaining HR files and documentation.

Duties and Responsibilities:
The duties and responsibilities of the Human Resources Associate include administering and implementing HR strategies and policies in compliance with UN Women rules and regulations. This involves providing general information to management and staff on HR strategies, identifying administrative needs, and facilitating responses to audit findings. The HR Associate will also provide administrative coordination for contract extensions, process national benefits and allowances, manage leave and record management, and create/update entries in the Quantum system. Additionally, the role includes drafting job descriptions, screening candidates, participating in interview panels, preparing recruitment recommendations, and ensuring systematic filing and record-keeping of recruitment documentation. The HR Associate will support audit readiness by maintaining complete and accessible HR files, assisting in collecting documentation for audits, and contributing to strengthening HR internal controls and risk mitigation measures. Other duties may include organizing staff meetings and supporting staff surveys.

Required Qualifications:
The position requires a minimum of secondary education, with a Bachelor’s degree in Human Resources Management, Business Administration, Public Administration, Social Sciences, Psychology, or a related field being desirable. Candidates must have strong knowledge of HR administration, processes, and policies, and the ability to handle confidential information. The HR Associate should possess good quantitative skills, strong IT skills, and the ability to produce reports. Additionally, the candidate should be able to administer and execute administrative processes and transactions effectively.

Educational Background:
Completion of secondary education is required for this position, while a Bachelor’s degree in a relevant field such as Human Resources Management, Business Administration, Public Administration, Social Sciences, or Psychology is desirable. This educational background provides the foundational knowledge necessary for understanding HR policies and practices, as well as the operational aspects of human resources management.

Experience:
Candidates must have at least 6 years of progressively responsible experience in human resources, administration, recruitment, personnel administration, or operations support with secondary education, or 3 years of experience with a Bachelor’s degree. Experience in contract administration, recruitment support, onboarding, and HR records management is required. Additionally, experience supporting audit documentation, compliance tracking, and internal controls is desirable. Proficiency in using computers and office software packages, including MS Word, Excel, and database systems, is essential, along with experience in web-based management systems or ERP systems, preferably Oracle Cloud/Quantum. Experience within the UN system or an international organization is considered an asset.

Languages:
Fluency in English is required for this position. Proficiency in additional languages may be considered an advantage, particularly in the context of working in diverse and multicultural environments.
