Job Overview:
The position of Technical Expert in Radiological and Environmental Impact Assessment is crucial for the Assessment and Management of Releases Unit within the Waste and Environmental Safety Section of the IAEA. The primary function of this role is to provide technical expertise in the application of radiological and environmental impact assessments, which are essential for ensuring the safety of the public and the environment from radioactive material releases. The expert will be responsible for developing training modules that integrate methodologies and case studies from the IAEA's existing programs, particularly focusing on the 'Methods for Radiological and Environmental Impact Assessment' (MEREIA). This role also involves designing and piloting the implementation of a comprehensive training program aimed at enhancing public and environmental radiation protection. The expert will contribute to the internal technical review processes and support the development of safety standards and training curricula, ensuring alignment with IAEA safety standards and scientific robustness.

Duties and Responsibilities:
The Technical Expert will have a variety of responsibilities, including but not limited to:
  • Developing comprehensive training modules for environmental radiation monitoring and radiological environmental impact assessment (REIA), ensuring integration of relevant methodologies and case studies.
  • Providing technical expertise in the design and implementation of the 'School of Radiation Protection for the Public and the Environment', ensuring coherence and scientific rigor in the training materials.
  • Contributing to the internal technical review process for the draft revision of Safety Report Series No. 19 (SRS 19), coordinating peer review inputs, and supporting the development of the training package and curriculum.
  • Engaging with Member States to provide guidance on the application of safety standards and methodologies for environmental impact assessments.
  • Maintaining databases related to radionuclide discharges and past waste disposals, and serving as a focal point for international conventions concerning radiological protection of the marine environment.

Required Qualifications:
Candidates must possess a university degree in an environmental-related field such as chemistry, environmental sciences, engineering, or physics. A Master's degree in a relevant discipline is considered an asset. Additionally, candidates should have a minimum of 5 years of experience in public and environmental radiation protection, with at least 3 years focused on assessing the impact of environmental releases. A working knowledge of international guidance on radiological protection is essential, along with familiarity with REIA principles, methodologies, and models. Experience in technical review and critical evaluation of safety reports is also required, alongside good IT skills, particularly in Excel.

Educational Background:
The educational background required for this position includes a university degree in an environmental-related field, such as chemistry, environmental sciences, engineering, or physics. A Master's degree is advantageous and may enhance a candidate's qualifications for the role.

Experience:
The position requires a minimum of 5 years of professional experience in the field of public and environmental radiation protection. Out of this, at least 3 years should be specifically related to the assessment of the impact of environmental releases. Candidates should demonstrate a solid understanding of radiological protection principles and practices, as well as experience in the technical review of safety reports or draft documents.

Languages:
Fluency in English, both oral and written, is mandatory for this position. Knowledge of other official IAEA languages, including Arabic, Chinese, French, Russian, and Spanish, is considered an asset and may enhance communication and collaboration within the agency and with Member States.

Additional Notes:
The consultancy position offers a daily fee of up to €300, commensurate with qualifications and experience. If travel is required as part of the assignment, a daily subsistence allowance (DSA) and travel costs will be covered. It is important to note that health coverage and pension fund responsibilities lie with the incumbent. The position may involve international collaboration and requires a commitment to the IAEA's mission of promoting safe and secure use of nuclear technology.
