Job Overview: The Senior Low-Carbon Solutions Specialist position is a pivotal role within the Climate Change and Sustainable Development Department (CCSD) at ADB. This role is designed for an individual who is passionate about driving low-carbon development and enhancing climate resilience across ADB's developing member countries. The specialist will provide strategic leadership and engage in policy dialogue, collaborating with various regional and sector departments to design and implement innovative programs and investments that align with national climate commitments. The position requires a proactive approach to identifying scalable solutions for decarbonization and fostering partnerships with governments, multilateral institutions, civil society, and the private sector to mobilize climate finance. The specialist will also represent ADB in global and regional forums, sharing insights and innovations that shape climate action in the Asia-Pacific region. Duties and Responsibilities: The Senior Low-Carbon Solutions Specialist will have a wide range of responsibilities, including but not limited to: leading capacity building and knowledge support initiatives for developing member countries (DMCs) to facilitate low-carbon transitions; conducting analytical work to identify economically viable and resilient development solutions across various sectors; providing technical advice on low-carbon transition and decarbonization solutions to teams involved in sovereign and non-sovereign operations; originating and structuring climate-aligned investments that support DMCs' climate objectives; contributing to ADB's thought leadership on low-carbon transition issues such as fossil fuel subsidy reform and just energy transition; mobilizing finance for team activities and external technical assistance; engaging in strategic partnerships to advance climate priorities; representing ADB at regional and international forums; participating in cross-departmental initiatives to promote knowledge exchange; mentoring team members; and performing other duties as assigned.
Required Qualifications: Candidates for the Senior Low-Carbon Solutions Specialist position must possess a Master's degree or equivalent in sustainable development, public policy, economics, climate change, environment, or related fields. Alternatively, a university degree in these fields combined with at least 5 years of specialized experience relevant to the position may be considered. Additionally, candidates should have at least 10 years of relevant professional experience in sustainable development or climate change, including international experience in multiple countries. Demonstrated expertise in low-carbon technologies and the ability to lead technical assistance projects are essential. Strong communication skills, both written and verbal, are required, along with the ability to distill complex information and effectively share knowledge. Familiarity with the operations and policies of multilateral financial institutions is also important, as well as excellent interpersonal skills for successful collaboration with colleagues and clients.
Educational Background: The educational background required for this position includes a Master's degree or equivalent in fields such as sustainable development, public policy, economics, climate change, or environment. In cases where candidates possess a university degree in these areas, they must also have at least 5 years of specialized experience relevant to the position. Additionally, two years of relevant experience outside of ADB within the past five years is mandatory, which may include roles as a consultant or contractor engaged with ADB.

While English is the primary language required, knowledge of additional languages may be considered an asset, particularly if they are relevant to ADB's member countries or operational regions.
Additional Notes: This appointment is a fixed-term position with the option to renew, initially for a period of up to 3 years or until the Normal Retirement Date (NRD), whichever comes first. The role is part of ADB's Workforce Rebalancing Framework (2022-2027), aimed at enhancing in-house expertise.
