Job Overview:
The Senior Project Officer (Skills Development) position is situated within the Human and Social Development Sector Office (SD3-HSD) of the Sectors Department 3 (SD3) at ADB. The role is based in the Resident Mission Office in New Delhi, India, and involves reporting to the Director of SD3-HSD and the Country Director of INRM. The primary responsibilities include providing technical and operational support in project administration, processing, and implementation within the education sector. The officer will conduct sector analyses for the Country Partnership Strategy (CPS), country programming missions (CPM), and country portfolio review missions (CPRM). The position requires a high level of independence and the ability to manage various assignments while working collaboratively with a team. The officer will also act as a sector focal point for education and skills development, maintaining relationships with government agencies and ADB HQ staff, and representing ADB at external events.

Duties and Responsibilities:
The Senior Project Officer will undertake a variety of duties including conducting sector research, analyzing technical and economic issues, and preparing analytical reports. The officer will participate in fact-finding and appraisal missions, providing written inputs and following up on issues related to project processing and administration. Responsibilities also include leading the processing of specific loans and technical assistance (TAs), engaging with ADB HQ colleagues and stakeholders, and ensuring compliance with ADB policies. The officer will prepare and update forecasts of contract awards and disbursements, monitor project performance, and prepare Project Completion Reports and TA Completion Reports. Additionally, the officer will provide guidance to junior team members, contribute to a respectful workplace, and perform other duties as assigned.

Required Qualifications:
Candidates must possess a Bachelor's degree in education, social, or economic development, with a preference for a Master's degree or equivalent. A minimum of 8 years of relevant professional experience in project management and implementation is required, including at least 4 years of supervisory experience. Candidates should have two years of relevant experience outside ADB within the past 5 years, and experience in various stages of the project cycle is desirable. Knowledge of government administrative systems, procurement best practices, and an understanding of the socio-economic context of the country are essential. Strong communication skills, both oral and written, and proficiency in technology packages are also required.

Educational Background:
The educational background required for this position includes a Bachelor's degree in a relevant field such as education, social development, or economic development. A Master's degree or equivalent is preferred, indicating a higher level of expertise and understanding of the complexities involved in project management and implementation within the education sector.

Experience:
The position requires at least 8 years of relevant professional experience, with a strong emphasis on project management and implementation. Candidates should have a minimum of 4 years of supervisory experience, demonstrating their ability to lead teams and manage projects effectively. Additionally, having two years of relevant experience outside ADB within the last 5 years is mandatory, which helps ensure a diverse perspective and understanding of the field.

Languages:
Proficiency in English is mandatory, particularly in report writing and communication. While English is the primary language required for this position, knowledge of additional languages may be considered an asset, especially if they are relevant to the region or the stakeholders involved in the projects.

Additional Notes:
This position is open to internal and external applicants, specifically targeting nationals and permanent residents of India. It is a fixed-term appointment with the possibility of renewal for up to 3 years, or until the Normal Retirement Date (NRD), whichever comes first. The role is part of ADB's Workforce Rebalancing Framework (2022-2027), aimed at enhancing in-house expertise. The position is not convertible to a regular appointment, and successful candidates may occasionally undertake short-term assignments in other departments or offices as required.
