Job Overview: The Associate Finance and Budget Officer will play a crucial role in the financial management and budgetary processes within the One EO. This position involves a variety of responsibilities related to budget preparation and administration, ensuring that financial resources are allocated and utilized effectively. The officer will work closely with managers to develop budget proposals and monitor expenditures, ensuring compliance with established regulations and policies. The role requires a strong understanding of financial principles and practices, as well as the ability to analyze and interpret financial data. The officer will also be responsible for maintaining the integrity of financial systems and supporting the implementation of financial databases. This position is essential for ensuring that the financial operations of the One EO run smoothly and efficiently, contributing to the overall success of the United Nations' administrative functions.
Duties and Responsibilities: The Associate Finance and Budget Officer will be responsible for a wide range of duties, including:
Budget Preparation: Reviewing, analyzing, and assisting in the finalization of cost estimates and budget proposals, including staff and non-staff requirements for work programs undertaken in Desk
Monitoring program budget/financial implications related to trust funds and grants regularly. Assisting managers in elaborating resource requirements for budget submissions.
Budget Administration: Preparing allotments and redeploying funds as necessary, ensuring appropriate expenditures. Monitoring budget implementation and recommending reallocations of funds as necessary. Reviewing requisitions for goods and services to ensure correct objects of expenditure are charged and availability of funds. Administering and monitoring extrabudgetary resources, including reviewing agreements and cost plans for compliance with regulations and established policies. Assisting in the preparation of budget performance submissions and finalizing budget performance reports, analyzing variances between approved budgets and actual expenditures.
General Responsibilities: Acting as Certifying Officer under Financial Rule 110.4 to ensure proposed obligations and expenditures align with approved budgets and regulations. Keeping up to date on documents and guidelines relevant to the work program, ensuring compliance with donor requirements and UN policies. Supporting the implementation of procedures and systems for financial databases and performing other related duties as assigned.
Required Qualifications: Candidates must possess a first-level university degree in business or public administration, finance, accounting, or a related field. Additionally, professional accreditation as a Certified Public Accountant (CPA), Chartered Accountant, or a similar professional accreditation is required. Candidates should demonstrate a strong understanding of financial management principles and practices, as well as the ability to analyze and interpret complex financial data. The role requires a high level of professionalism and integrity, with a commitment to upholding the values and standards of the United Nations.
Educational Background: A first-level university degree in business or public administration, finance, accounting, or a related field is required for this position. This educational background provides the foundational knowledge necessary for understanding financial management and budgetary processes within the context of the United Nations. Candidates with advanced degrees or additional certifications in finance or accounting may be preferred, as these qualifications can enhance their ability to perform the duties of the position effectively.
Experience: While no experience is required for candidates who have passed the examinations for the Young Professionals Programme (YPP), the National Competitive Recruitment Examination (NCRE), or the General Service to Professional Examination (G to P), a minimum of two years of progressively responsible experience in finance, budget, or accounting is required for other candidates. Experience working with trust funds and/or extra-budgetary resources in an ERP system is essential. Candidates should also have experience in data analytics, particularly with advanced Excel and Power BI, as well as experience with ERP modules in managing grants and integrated planning, management, and reporting tools.
Languages: English and French are the working languages of the United Nations Secretariat. For this job opening, proficiency in English is required, with a minimum level of proficiency specified as UN Level II for reading, writing, listening, and speaking. Knowledge of French is considered an asset and may enhance a candidate's competitiveness for the position, but it is not mandatory.
