National Consultant on AI Sandbox

Job Overview:
The National Consultant on AI Sandbox will play a pivotal role in leading the technical architecture and implementation of an AI sandbox environment as part of the Digital Transformation of Social Protection in the Republic of Moldova project. This position requires a deep understanding of AI technologies and their application in social protection systems. The consultant will be responsible for providing technical architecture support for the establishment of a social protection data warehouse, ensuring that the AI sandbox is effectively integrated into the existing frameworks. The consultant will work closely with various stakeholders, including government agencies, to ensure that the AI solutions developed are aligned with national policies and strategies. The role demands a proactive approach to problem-solving and the ability to communicate complex technical concepts to non-technical stakeholders.

Duties and Responsibilities:

• Lead the design and implementation of the AI sandbox environment, ensuring it meets the technical requirements of the project.
• Collaborate with the project team to define the architecture of the social protection data warehouse and ensure its compatibility with the AI sandbox.
• Provide technical guidance and support to stakeholders involved in the project, including government officials and technical staff.
• Develop and document technical specifications and requirements for the AI sandbox and data warehouse.
• Conduct training sessions and workshops for stakeholders to enhance their understanding of AI technologies and their application in social protection.
• Monitor and evaluate the performance of the AI sandbox, making recommendations for improvements as necessary.
• Prepare regular progress reports and updates for the project management team and UNDP.
• Ensure compliance with UNDP's policies and procedures throughout the project lifecycle.

Required Qualifications:

• Proven experience in designing and implementing AI solutions, particularly in the context of social protection or similar fields.
• Strong knowledge of data architecture, data management, and data governance principles.
• Familiarity with social protection systems and policies in Moldova or similar contexts.
• Excellent analytical and problem-solving skills, with the ability to work independently and as part of a team.
• Strong communication skills, with the ability to convey complex technical information to non-technical audiences.
• Proficiency in project management methodologies and tools.

Educational Background:
A Master's degree in Computer Science, Data Science, Artificial Intelligence, or a related field is required. Additional certifications in project management or AI technologies would be an advantage.

Experience:
A minimum of 5 years of relevant professional experience in AI development, data architecture, or related fields is required. Experience working with international organizations or government agencies on similar projects is highly desirable.

Languages:
Fluency in English is mandatory. Knowledge of Romanian and/or Russian is considered an asset, as it will facilitate communication with local stakeholders and enhance the effectiveness of the consultant's work.

Additional Notes:
This position is offered as an individual contractor role under the UNDP procurement process. The contract duration and specific terms will be discussed upon selection. The consultant is expected to work full-time and may be required to travel within Moldova as necessary. Compensation will be commensurate with experience and in line with UNDP's policies.
