Job Overview: The position of National Consultant is aimed at supporting the development and maintenance of the Labour Market Information Observatory in Albania. The consultant will be responsible for providing expert advice and technical support to enhance the functionality and effectiveness of the observatory. This role involves analyzing labour market data, developing strategies for data collection and dissemination, and ensuring that the information provided is relevant and accessible to stakeholders. The consultant will also work closely with government agencies, NGOs, and other partners to align the observatory's objectives with national labour policies and strategies. The overarching goal is to improve the understanding of labour market dynamics in Albania, thereby facilitating informed decision-making and policy formulation.
Duties and Responsibilities: The National Consultant will have a comprehensive set of duties and responsibilities, including but not limited to:
Conducting thorough assessments of the current Labour Market Information Observatory and identifying areas for improvement.
Developing a strategic plan for the enhancement of the observatory, including methodologies for data collection and analysis.
Collaborating with relevant stakeholders to gather and validate labour market data.
Designing and implementing training programs for staff involved in data collection and management.
Preparing detailed reports and presentations on labour market trends and insights for policymakers and stakeholders.
Ensuring compliance with international standards and best practices in labour market information systems.
Providing ongoing support and recommendations for the maintenance and sustainability of the observatory.
Required Qualifications: Candidates must possess a strong background in labour economics, social sciences, or a related field. A proven track record in data analysis, research methodologies, and experience in working with governmental or international organizations is essential. Familiarity with the Albanian labour market and relevant policies will be considered an asset. Additionally, candidates should demonstrate excellent communication skills, both written and verbal, and the ability to work collaboratively with diverse teams.
Educational Background: A minimum of a Master's degree in Labour Economics, Social Sciences, Public Policy, or a related field is required. Candidates with a PhD or equivalent experience in a relevant area will be given preference. Continuous professional development and training in data analysis or related fields will also be advantageous.
Experience: The ideal candidate should have at least 5 years of professional experience in labour market analysis, policy development, or a related area. Experience working with international organizations, particularly in the context of UNDP projects, will be highly regarded. Proven experience in managing projects and working with governmental institutions is also essential.
Languages: Fluency in Albanian and English is mandatory. Knowledge of additional languages, particularly those spoken in the Balkan region, will be considered a plus and may enhance the candidate's profile.
Additional Notes: This position is classified as an individual contractor role, and the contract duration will be specified upon selection. The consultant is expected to work full-time during the contract period, with flexibility in working hours as needed.
