Job Overview: The ProLAC Manager is responsible for leading the ProLAC initiative, which aims to enhance protection monitoring and analysis among humanitarian organizations in Latin America. This role involves strategic leadership, coordination with various stakeholders, and the development of strategies to inform humanitarian responses and advocacy efforts. The ProLAC Manager will oversee the implementation of the initiative, manage a team of seven staff members, and ensure the quality of the program's activities. This position requires a proactive approach to identifying opportunities for development and engagement within the region, as well as effective communication and collaboration with local partners and international organizations. The role also includes managing the ProLAC budget and supporting resource mobilization efforts.
Duties and Responsibilities: The ProLAC Manager will have a comprehensive set of responsibilities, including:
Leading the ProLAC initiative and ensuring its strategic direction aligns with the decisions made by the ProLAC steering committee.
Supervising the implementation of ProLAC activity frameworks and ensuring program quality.
Identifying strategic development opportunities for ProLAC in the region.
Chairing the ProLAC Steering Committee, organizing regular meetings, setting agendas, documenting decisions, and following up on action items.
Managing and coaching a team of seven staff members, ensuring effective communication between the ProLAC technical group and the steering committee.
Overseeing the capacity building and localization components of the initiative, coordinating with local partners at the director level.
Managing ProLAC project management and grant management, including regular updates and reporting.
Chairing the ProLAC technical committee, organizing monthly meetings, and ensuring follow-up on action points.
Ensuring the quality of ProLAC protection monitoring tools and outputs, and overseeing quality assurance processes. 1
Acting as the spokesperson for the ProLAC initiative in regional forums and with key stakeholders, promoting the initiative and coordinating with donors and protection sectors. 1
Leading the development and implementation of the ProLAC advocacy plan and managing donor engagement.
Required Qualifications: Candidates must possess at least 7 years of experience in designing, managing, and implementing protection programs, with previous experience in a multi-stakeholder regional or global role. Proven experience in developing professional networks and working in Latin America is essential. Candidates should have at least 5 years of experience in people management and 3 years in protection monitoring and analysis. Advanced coordination skills and experience working with high-level humanitarian and political stakeholders are required, along with proven project cycle management experience. Knowledge of code of conduct principles and HR systems for performance management is necessary, as well as familiarity with key donor policies and compliance procedures. Excellent communication skills in both Spanish and English are mandatory, along with the ability to work in a multicultural environment and demonstrate analytical and critical thinking skills.
Educational Background: A Master’s degree in human rights, law" style="border-bottom: 1px dotted #007bff !important;">international law, international relations, law, or related fields is required for this position. This educational background is essential to understand the complexities of humanitarian work and the legal frameworks surrounding refugee and displaced persons' rights.
Experience: The position requires a minimum of 7 years of relevant experience in protection design" style="border-bottom: 1px dotted #007bff !important;">program design and implementation, with a strong emphasis on multi-stakeholder engagement. Candidates should have a proven track record in managing teams and projects, particularly in a humanitarian context. Experience in Latin America is highly valued, as is familiarity with protection monitoring and analysis methodologies.
Languages: Full proficiency in both Spanish and English is mandatory for this role. This proficiency is crucial for effective communication with stakeholders, partners, and team members across different regions. Additional language skills may be considered an asset but are not required.
Additional Notes: The contract type for this position can be either a national contract (obra o labor) or an expatriate contract (fixed term), with a designation of duty station in Bogotá. The position is classified under Band F, Manager level. The start date for this role is set for June 2026, and the salary and conditions will be in accordance with Colombian laws.
