Job Overview:
The UNV M&E Specialist position is designed to enhance program effectiveness across all sections of UNICEF Bhutan. The role focuses on Planning, Monitoring, and Evaluation (PME) to ensure that programs are designed and implemented effectively, efficiently, and based on evidence. The UNV will support annual planning, performance monitoring, and field monitoring, contributing to reporting for RAM and other year-end results. The position also involves assisting in emergency preparedness and response, as well as evaluation processes, ensuring that UNICEF's programs deliver quality, inclusive, and gender-responsive results for children, adolescents, and women, particularly the most vulnerable.

Duties and Responsibilities:
  • Support the Integrated Monitoring and Evaluation Plan (IMEP) by implementing research, studies, and evaluations, ensuring quality data collection and coordination with partners. Review Terms of Reference (ToRs) and data collection methodologies for planned surveys and studies. Liaise with the National Statistics Bureau to incorporate UNICEF's inputs into government data collection plans.
  • Coordinate emergency preparedness and disaster risk reduction by supporting the implementation of the Emergency Preparedness Plan, preparing Situation Reports, and liaising with the Regional Office on humanitarian reporting. Participate in workshops and meetings related to disaster risk reduction and emergency preparedness.
  • Monitor program performance and field activities by selecting and refining performance indicators, supporting year-end reviews, and tracking follow-up actions from performance reviews. Design online monitoring systems and integrate dashboards aligned with global frameworks.
  • Support evaluation processes by developing evaluation ToRs, providing technical support to ensure quality standards, and disseminating evaluation findings. Ensure proper archiving and accessibility of evaluation reports.
  • Perform any other related tasks as assigned by the supervisor, integrating the UN Volunteers program mandate within the assignment and promoting voluntary action through community engagement.

Required Qualifications:
Candidates must possess strong analytical skills, attention to detail, and the ability to work collaboratively with diverse teams. They should demonstrate self-awareness, ethical awareness, and a genuine commitment to UNICEF's mission and values. The role requires adaptability and flexibility, as well as a drive for results and innovation.

Educational Background:
A relevant degree in social sciences, public health, education, or a related field is required. Advanced degrees or specialized training in monitoring and evaluation, data analysis, or program management are highly desirable.

Experience:
Candidates should have a minimum of 2 years of relevant experience in monitoring and evaluation, program management, or related fields. Experience working with international organizations, particularly in the context of child welfare or humanitarian response, is an advantage.

Languages:
Fluency in English is mandatory. Knowledge of local languages spoken in Bhutan is considered an asset, as it can enhance communication and engagement with local communities.

Additional Notes:
This is a national UN Volunteer assignment, meaning the volunteer will be responsible for arranging their own housing and living essentials. National UN Volunteers are covered under a malicious insurance plan. The position may involve a commitment to community engagement and voluntary action, with opportunities to participate in UNV activities and promote local forms of volunteerism.
