Job Overview:
The Finance and Operations Officer plays a crucial role in the financial and operational management of the EpiC project in Jamaica. This position is responsible for coordinating financial operations and administrative processes, ensuring compliance with FHI 360's cost principles and regulations. The officer will provide guidance and support to project and finance staff, manage procurement processes, and ensure that financial transactions are accurately recorded and reported. The role requires a proactive approach to financial management, with a focus on developing strong relationships with stakeholders and ensuring the successful implementation of financial strategies that align with the project's goals.

Duties and Responsibilities:
The Finance and Operations Officer will be responsible for a wide range of duties including: interacting with industry representatives and officials to resolve financial issues; conducting initial reviews of employee expense reports and vendor invoices; processing payment requests and journal entries; ensuring compliance with FHI 360 cost principles; assisting in the development of subawards; coordinating reimbursements and financial monitoring plans; maintaining finance and grantee files; documenting complex issues and articulating conclusions; supporting employee-related functions such as recruitment and payroll; providing procurement support by preparing purchasing files and reviewing requisition orders; and performing other duties as assigned. This role requires a high level of analytical expertise and the ability to work collaboratively with various teams to ensure compliance and successful performance of subrecipients.

Required Qualifications:
Candidates must possess proficient knowledge of Generally Accepted Accounting Principles (GAAP) and Internal Control Fundamentals. A thorough understanding of external regulations and internal corporate policies is essential. Knowledge of subaward management under U.S. Government funding is required, along with excellent oral and written communication skills. Strong quantitative and analytical skills, critical thinking, and problem-solving abilities are necessary for this role. The ability to analyze financial data, identify errors, and prepare reports is crucial, as is the capacity to motivate and work effectively with others.

Educational Background:
A Bachelor's Degree or its international equivalent in Accounting, Business, Finance, or a related field is required for this position. This educational background provides the foundational knowledge necessary for effective financial management and operational oversight within the organization.

Experience:
Candidates should have 5 to 8 years of progressively responsible experience in accounting, finance, and operational management, particularly in a government contracting environment. Familiarity with U.S. Government grants, contracting, and auditing standards is preferred, as it applies to the effective management of multi-year funds. Experience in non-governmental organizations (NGOs), government, or the private sector is also advantageous.

Languages:
Fluency in English is mandatory, with the ability to read, write, and speak clearly and professionally. Additional language skills may be considered an asset but are not required for this position.

Additional Notes:
This position is based in Jamaica and is expected to involve less than 10% travel. The expected hiring salary range for this role is JMD 3,200,000 - 4,500,000 annually, with compensation determined by factors such as relevant experience and education.
