Job Overview: The position of Consultant(e) National/Nationale Expert(e) en égalité des sexes et autonomisation des femmes involves conducting a mid-term evaluation focused on several key aspects. The consultant will be responsible for testing the robustness of the theory of change, assessing progress towards achieving expected results, and consolidating existing approaches or making necessary adjustments to achieve results by 202
The overarching goal of this mid-term evaluation is to provide an independent assessment of the strength of the theory of change for the 9th Country Programme of UNFPA Central African Republic 2023-202
This includes evaluating the assumptions made by the UNFPA country office, national stakeholders, rights holders, and the general public. The consultant will also be tasked with making concrete and actionable recommendations regarding the quality of implementation for the remaining years of the program cycle following its extension.
Duties and Responsibilities: The consultant will have a comprehensive set of duties and responsibilities, including:
Conducting a thorough review of the program's logic to ensure that the activities lead to the expected results and impacts.
Evaluating the coherence, realism, and evidence-based nature of the program's theory of change.
Verifying the relevance and validity of underlying assumptions, including necessary conditions, external factors, and risks, within the Central African context.
Adapting the theory of change and results framework as necessary based on findings.
Engaging with various stakeholders, including national partners, rights holders, and UNFPA staff, to gather insights and feedback.
Preparing a detailed report that outlines findings, conclusions, and actionable recommendations for improving program implementation.
Presenting evaluation results to stakeholders and facilitating discussions on the implications for future programming.
Required Qualifications: Candidates must possess a strong background in gender equality and women's empowerment, with a proven track record in conducting evaluations or assessments in similar contexts. They should have excellent analytical skills, the ability to synthesize complex information, and experience working with diverse stakeholders. Familiarity with UNFPA's mission and programs, as well as knowledge of the Central African Republic's socio-political landscape, will be advantageous. Strong communication skills, both written and verbal, are essential for effectively conveying evaluation findings and recommendations.
Educational Background: A master's degree in gender studies, social sciences, public health, international development, or a related field is required. Additional certifications or training in evaluation methodologies or gender analysis will be considered an asset.
Experience: Candidates should have a minimum of 5 years of relevant experience in gender equality, women's empowerment, or related fields. Experience in conducting evaluations, particularly in the context of international development or humanitarian assistance, is highly desirable. Familiarity with UN agencies and their evaluation processes will be beneficial.
Languages: Fluency in French is mandatory, as it is the primary language of communication in the Central African Republic. Proficiency in English is considered an asset, as it may facilitate communication with international stakeholders and partners.
Additional Notes: The position is expected to be a consultancy role, with specific contract duration details to be discussed upon selection. The consultant will work closely with the UNFPA country office and may be required to travel within the Central African Republic. This is a full-time position, and the consultant will be compensated according to UNFPA's consultancy rates.
