The consultant will focus on assessing the robustness of the theory of change, evaluating progress towards expected results, and consolidating existing approaches or making necessary adjustments to achieve results by 202
The evaluation aims to provide an independent assessment of the theory of change, including the assumptions made by the UNFPA CAR office, national stakeholders, rights holders, and the broader public. The consultant will also be responsible for making actionable recommendations regarding the quality of implementation for the remaining years of the programme cycle following its extension.
Duties and Responsibilities: The consultant will be tasked with several key responsibilities, including:
Evaluating the coherence, realism, and evidence-based nature of the programme logic, which outlines how activities lead to expected results and impacts.
Verifying the relevance and validity of underlying assumptions (necessary conditions, external factors, risks) within the Central African context, adapting the theory of change and results framework as needed.
Engaging with various stakeholders, including national authorities, UNFPA regional and headquarters offices, and the public, to gather insights and feedback on the programme's implementation.
Analyzing data and information collected during the evaluation process to formulate comprehensive findings and recommendations.
Preparing a detailed evaluation report that summarizes the findings, conclusions, and recommendations for improving programme implementation.
Required Qualifications: Candidates must possess a strong background in population dynamics, evaluation methodologies, and programme management. They should have a proven track record of conducting evaluations in similar contexts, particularly in the field of reproductive health and population issues. Strong analytical skills, the ability to work collaboratively with diverse stakeholders, and excellent communication skills are essential. Familiarity with the UN system and experience working in the Central African Republic or similar environments will be considered an asset.
Educational Background: A master's degree or higher in demography, public health, social sciences, or a related field is required. Candidates with a PhD in a relevant discipline will be preferred. Additional training or certifications in evaluation methodologies and population studies will be advantageous.
Experience: The ideal candidate should have at least 5-7 years of relevant experience in conducting evaluations, particularly in the areas of population dynamics, reproductive health, and programme management. Experience working with international organizations, NGOs, or government agencies in the Central African Republic or similar contexts is highly desirable. Proven experience in engaging with stakeholders and facilitating discussions will be crucial for this role.
Languages: Fluency in French is mandatory, as it is the primary language of communication in the Central African Republic. Proficiency in English is considered a strong asset, as it may facilitate communication with international stakeholders and partners. Knowledge of local languages would also be beneficial.
Additional Notes: The position is expected to be a consultancy role, with specific contract duration details to be discussed during the hiring process. The consultant will work on a full-time basis for the duration of the evaluation, which may involve travel within the Central African Republic.
