Job Overview: The position of Consultant(e) National/Nationale Expert en Santé et Droits Sexuels et Reproductifs (SDSR) involves conducting a mid-term evaluation focused on several key aspects. The consultant will be responsible for testing the robustness of the theory of change, assessing progress towards achieving expected results, and consolidating existing approaches or making necessary adjustments to achieve results by 202
The overarching goal of this mid-term evaluation is to provide an independent assessment of the strength of the theory of change for the 9th Country Programme of UNFPA Central African Republic 2023-202
This includes evaluating the assumptions made by the UNFPA country office, engaging with national stakeholders and rights holders, and providing actionable recommendations for improving implementation quality for the remaining years of the program cycle following its extension.
Duties and Responsibilities: The consultant will be tasked with examining the coherence, realism, and evidence-based foundation of the program logic, which outlines how activities lead to expected results and impacts. Additionally, the consultant will verify the relevance and validity of underlying assumptions, including necessary conditions, external factors, and risks within the Central African context. The consultant will adapt the Theory of Change (TOC) and results framework as needed. Specific responsibilities include conducting interviews with stakeholders, analyzing program data, preparing evaluation reports, and presenting findings to UNFPA and relevant stakeholders. The consultant will also be expected to provide concrete and actionable proposals for improving the quality of implementation for the remainder of the program cycle.
Required Qualifications: Candidates must possess a strong background in sexual and reproductive health and rights, with a focus on women's health. They should have experience in program evaluation, particularly in the context of international development and humanitarian assistance. Knowledge of the Central African Republic's socio-political context and health system is essential. The consultant should demonstrate strong analytical skills, the ability to work collaboratively with diverse stakeholders, and excellent communication skills, both written and verbal. Familiarity with UNFPA's mission and programs will be an advantage.
Educational Background: A master's degree in public health, social sciences, international development, or a related field is required. Additional certifications or training in program evaluation, sexual and reproductive health, or gender studies will be considered an asset.
Experience: The position requires a minimum of 5 years of relevant professional experience in sexual and reproductive health and rights, program evaluation, or related fields. Experience working with international organizations, particularly in the context of the Central African Republic or similar settings, is highly desirable.
Languages: Fluency in French is mandatory, as it is the primary language of communication in the Central African Republic. Proficiency in English is considered a strong asset, as it may facilitate communication with international stakeholders and enhance the consultant's ability to engage with UNFPA's global network.
