Job Overview:
The Risk Management and Compliance (R&C) Technical Officer plays a crucial role in supporting the R&C function at the Country Office level. This position is responsible for facilitating the implementation of risk management activities and ensuring compliance with internal controls. The officer will assist in identifying and responding to high-risk issues, particularly those related to corruption, data protection, and sanctions. The role involves providing assurance to management regarding the effectiveness of internal controls and training staff on high-risk issues. The R&C Technical Officer will work closely with the R&C Manager to deliver risk and compliance services, ensuring that the office adheres to established policies and procedures while promoting a culture of compliance and risk awareness among staff.

Duties and Responsibilities:
The duties and responsibilities of the Risk and Compliance Technical Officer include preparing reports on the status of risks and compliance within the Country Office, supporting the R&C Manager in identifying controls related to high-risk issues, responding to staff queries on compliance matters, and implementing compliance verification routines. The officer will conduct training sessions on risk management and compliance topics, design awareness-raising materials, and perform spot-checks on high-risk procedures. Additionally, the officer will prepare comprehensive reports on findings from spot-checking activities, support the coordination of external audits, and participate in project meetings to discuss risk management strategies. The role also involves providing ad-hoc support on anti-corruption issues and assisting in the development of frameworks for various R&C topics.

Required Qualifications:
Candidates for the Risk and Compliance Technical Officer position should possess a minimum of two years of relevant experience in risk management and compliance or three years of experience in the humanitarian sector, particularly in auditing, monitoring, and evaluation. Documented results related to the responsibilities of the position are essential. A university degree or certification in risk management, compliance, internal audit, law, or a related field is preferred. Candidates should demonstrate strong analytical skills and the ability to work collaboratively with diverse teams.

The role may require travel around the West Bank field offices.
