Job Overview: The ICLA Technical Assistant plays a crucial role in the implementation of NRC’s Information Counselling and Legal Assistance (ICLA) program in Misrata and Tawergha. This position is designed to ensure that vulnerable individuals and communities have access to essential information, counselling, and legal assistance, enabling them to claim their rights related to civil documentation, housing, land and property, legal stay, employment, and access to essential services. The role requires adherence to NRC policies and guidelines while actively promoting the prevention of sexual exploitation and abuse (PSEA) standards. The Technical Assistant will work closely with community volunteers and civil society organizations to deliver information sessions and provide legal case management support, ensuring that all activities are conducted in line with NRC’s objectives and donor requirements.
Duties and Responsibilities: The ICLA Technical Assistant is responsible for a variety of tasks that include:
Awareness Raising: Staying updated with internal procedures and thematic guidelines, supporting the team leader and technical legal officer in ensuring the content of GIS scripts and tools is current, and organizing individual and group information sessions.
Legal Case Management: Following NRC legal case management guidelines to ensure high-quality standards for all cases, providing individual counselling sessions on legal identity, civil documentation, housing, land and property rights, and access to essential services.
Oversight of Referrals: Managing internal and external referrals to local aid organizations and ensuring timely follow-up of case management files.
Safe and Inclusive Programming: Ensuring programming principles are respected, including the safety and dignity of project participants.
Outreach and Field Work: Conducting data collection and service mapping to facilitate assisted referrals.
External Coordination: Meeting with various actors to ensure compliance with case management and referral pathways.
Reporting and Monitoring: Conducting post-service monitoring exercises, ensuring accurate reporting of activities, and contributing to the reporting of NRC ICLA achievements.
Additional Tasks: Performing any other relevant tasks as requested by the line manager, including administrative duties and translation of documents.
Required Qualifications: The position requires a university degree or diploma in law, social sciences, political science, or related fields. Candidates should possess basic knowledge of data management and computer skills, particularly in MS Office and Kobo Toolbox. Experience in humanitarian or recovery contexts is essential, along with strong organizational, reporting, and case documentation skills. Knowledge of the displacement context in Libya, civil documentation, housing, land and property issues, and local laws is highly advantageous. Candidates should also demonstrate the ability to build meaningful relationships, empower the people served, act with integrity, analyze and solve problems effectively, and communicate with impact and respect.
