Job Overview: The Senior Subgrant Administrative Manager plays a pivotal role in overseeing all aspects of subgrant administration, compliance, and oversight for the Statewide Family coordinator" style="border-bottom: 1px dotted #007bff !important;">Support Coordinator (SFSC) project. This position is responsible for managing the entire lifecycle of subawards using the IRC’s Partnership Excellence for Equality and Results System (PEERS). The manager ensures that subgrantees comply with the California Department of Social Services (CDSS) requirements, funding regulations, and IRC policies. This role is critical in ensuring the timely and accurate disbursement of funds, maintaining robust internal controls, and providing technical assistance and capacity building to subgrantees. The Senior Subgrant Administrative Manager collaborates closely with program, finance, compliance, and MEAL teams to ensure high-quality and compliant implementation across all 11 Regional Network Hubs, exercising independent judgment in areas with significant compliance and financial risk.
Duties and Responsibilities: The duties and responsibilities of the Senior Subgrant Administrative Manager include leading the full lifecycle of subawards in PEERS, which encompasses partner identification and onboarding, conducting due diligence and risk assessments, drafting and executing subawards, ongoing monitoring, managing amendments, and overseeing close-outs. The manager must ensure that all subgrant agreements align with approved scopes of work, budgets, CDSS requirements, and IRC partnership standards. Additionally, the manager is responsible for maintaining accurate and compliant subgrant documentation within IRC systems, ensuring consistency and quality of subgrant processes across all Regional Network Hubs. Compliance and risk management are also key responsibilities, requiring the manager to ensure subgrantee adherence to CDSS requirements, grant agreements, and applicable regulations. The manager will lead risk mitigation strategies and oversee the use of PEERS frameworks. Fiscal monitoring and disbursement oversight are crucial, involving collaboration with the Senior Finance Manager to oversee financial monitoring and reimbursement processes for all subgrants. The manager will review and approve invoices, conduct budget-to-actual analyses, and monitor cash flow to support timely disbursement of funds. Required Qualifications: The position requires a Bachelor’s degree in Finance, Accounting, Business Administration, Public Administration, or a closely related field.
