Job Overview:
The Digital Specialist position is integral to the World Bank Group's Digital and AI Vertical, which was established to support client countries in their digital transformation and AI initiatives. The role involves providing analytical and technical support to the WBG-Korea Global Digital Knowledge Center (DKC) in Seoul, which aims to accelerate digital transformation in developing countries. The Digital Specialist will work within a multidisciplinary team to shape the technical direction of the DKC, ensuring alignment with the World Bank Group's corporate priorities and Korea's digital development agenda. The position requires a proactive approach to contribute to the DKC's work program, engage in policy dialogues, and connect the WBG's digital strategy with various sectors and verticals within the organization.

Duties and Responsibilities:
The Digital Specialist will have a diverse set of responsibilities, including:
  • Supporting the DKC's work program by providing technical input and ensuring alignment with regional strategies.
  • Contributing to the preparation and delivery of the DKC's annual workplan and results framework.
  • Participating in policy dialogues and partnership meetings with stakeholders from the public and private sectors.
  • Ensuring quality assurance of knowledge products and capacity-building programs.
  • Designing and implementing flagship knowledge and operational programs under the DKC's three strategic pillars: strengthening digital infrastructure, enhancing digital public services, and fostering an inclusive digital economy.
  • Collaborating with Korean partners and providing technical inputs to WBG country teams.
  • Contributing to operational support and liaising with operational teams to provide guidance and support for innovation grants.
  • Facilitating collaboration between Korean agencies and client countries to ensure effective knowledge transfer.
  • Monitoring and evaluating the DKC's results framework and preparing progress reports.

Required Qualifications:
Candidates must possess a Master's degree or equivalent in fields such as information technology, computer science, engineering, finance, economics, public policy, or law. A minimum of 5 years of relevant professional experience in digital transformation, digital policy, and technology innovation is required. Candidates should have experience in digital and AI technologies, with a strong understanding of at least two domains such as broadband infrastructure, digital public infrastructure, or digital economy and AI policy. Proven analytical and operational skills related to digital transformation in developing countries are essential, along with the ability to work effectively in multidisciplinary teams and engage with various stakeholders.

Educational Background:
The educational background required for this position includes a Master's degree or equivalent in relevant fields such as information technology, computer science, engineering, finance, economics, public policy, or law. This educational foundation is crucial for understanding the complexities of digital transformation and the associated policy and regulatory frameworks.

Experience:
The position requires a minimum of 5 years of relevant professional experience, particularly in areas related to digital transformation and technology innovation. Candidates should have experience working on complex, multi-stakeholder initiatives and a proven record of delivering analytical and operational work in both public and private sectors, particularly in developing countries.

Languages:
The mandatory language for this position is English, with a strong command of written and spoken English required. Proficiency in Korean is preferred, as it will facilitate collaboration with local partners and stakeholders in Korea.
