Job Overview:
The position of National Professional Officer is crucial for the WHO's Health Emergency Management Programme. The incumbent will be responsible for enhancing the capacity of Member States to manage health emergency risks and coordinate international health responses when national capacities are exceeded. This role involves ensuring that WHO's emergency operations are effectively funded and staffed, providing high-quality administrative services, and ensuring compliance with standard operating procedures. The officer will participate in human resource planning for emergencies, collaborate with incident managers, and oversee recruitment processes, ensuring that the organization can respond swiftly and effectively to health crises.

Duties and Responsibilities:
The incumbent will be tasked with a variety of responsibilities, including but not limited to: participating in human resource planning for events and emergencies, providing guidance to incident managers and recruitment teams, drafting and adapting job descriptions, ensuring pre-recruitment and recruitment functions are executed efficiently, liaising with country offices and HR departments, informing staff about WHO personnel rules and regulations, compiling and analyzing data for strategic decision-making, preparing orientation activities for new staff, and temporarily covering for the HR Specialist when necessary. The role requires a proactive approach to ensure that all HR functions are aligned with WHO's operational needs during health emergencies.

Required Qualifications:
Candidates must possess strong teamwork skills, respect for individual and cultural differences, effective communication abilities, and self-management skills. They should be able to think logically and creatively, with a results-oriented approach. A good understanding of UN or WHO personnel regulations is essential, along with strong organizational skills, analytical capabilities, and sound judgment. The ability to adapt to a rapidly changing environment is also crucial.

Educational Background:
A bachelor's degree in human resources, business administration, social sciences, or a related field from an accredited institution is essential. A postgraduate degree or additional training in human resources is desirable, enhancing the candidate's qualifications for the role.

Experience:
Candidates must have at least two years of experience in human resource management and/or administration, with a focus on recruitment, contract administration, and workforce planning. Experience in human resources within emergency response operations is considered an asset, providing valuable context for the role's responsibilities.

Languages:
Fluency in French at an advanced level is mandatory, while an intermediate level of English is also required. Proficiency in additional languages may be beneficial but is not mandatory.

Additional Notes:
The position offers a competitive annual base salary starting at XOF 26,907,000, subject to mandatory deductions for pension contributions and health insurance. Employees are entitled to 30 days of annual leave. The recruitment process may include written tests or asynchronous video assessments.
