Job Overview: The primary purpose of this consultancy is to provide targeted guidance and advisory support to the Department of Peace Operations (DPO) to enhance its internal capacity for integrating gender-sensitive considerations into the Comprehensive Performance Assessment System (CPAS) indicators and related processes. The consultant will play a crucial role in revising existing indicators to align with international standards and best practices. This position is designed to offer strategic guidance and analytical recommendations that will inform internal approaches and documentation, thereby strengthening the understanding of key concepts and approaches related to gender integration. The consultant will also facilitate knowledge-sharing sessions aimed at enhancing the capacity of the team to incorporate gender perspectives systematically across the CPAS cycle, including impact assessments and data interpretation. Importantly, the consultant will not engage in implementation or ongoing operational functions, focusing instead on advisory input to ensure that gender considerations are effectively integrated into the DPO's work.
Duties and Responsibilities: The consultant will be responsible for providing high-level advisory services to the Evaluation Team within the DPO. Key duties include:
Revising existing CPAS indicators to ensure they reflect gender-sensitive considerations in line with international standards.
Offering strategic guidance and analytical recommendations to inform internal documentation and approaches.
Supporting the organization of knowledge-sharing sessions to enhance understanding of gender integration concepts.
Providing advisory input to enhance the systematic integration of gender perspectives across the CPAS cycle, including conducting impact assessments and interpreting data.
Collaborating with the Chief of the Evaluation Team to ensure that gender considerations are embedded in evaluation processes.
Developing and implementing strategies for gender-sensitive data analysis and assessments.
Contributing to the development of gender-related capacity-building programs and knowledge-sharing products.
Required Qualifications: Candidates must possess an advanced university degree (Master’s degree or equivalent) in gender studies, women’s studies, social sciences, political science, or a related field. Alternatively, a first-level university degree in a relevant field, combined with two additional years of qualifying experience, may be accepted in lieu of an advanced degree. A minimum of fifteen years of established expertise in analyzing and integrating gender dimensions into policy and program formulation and implementation is required. Proven experience in developing and implementing gender strategies, conducting gender-sensitive data analysis, and performing gender assessments is essential. Familiarity with gender-responsive monitoring and evaluation methods, including gender-related statistics and indicator development, is desired. Candidates should also demonstrate highly developed conceptual, analytical, and innovative problem-solving abilities, with a proven track record of handling complex issues effectively.
Educational Background: The educational background required for this consultancy includes an advanced university degree (Master’s degree or equivalent) in fields such as gender studies, women’s studies, social sciences, political science, or a related discipline. In cases where candidates possess a first-level university degree, they must also have two additional years of qualifying experience to meet the educational requirements. This educational foundation is critical for understanding the complexities of gender integration within policy and program contexts.
Experience: The position requires a substantial level of experience, specifically a minimum of fifteen years in roles that involve analyzing and integrating gender dimensions into policy and program formulation and implementation.
