Job Overview: The primary purpose of this consultancy is to provide technical assistance to the WHO Country Office in Somalia, specifically focusing on warehouse management, including inventory recording and tracking. Given the fragile context of Somalia, which faces ongoing insecurity and public health challenges, the WHO plays a crucial role in supplying medical equipment and supplies to the Ministry of Health and various partners. The consultant will be tasked with improving the performance of WHO's warehouses in Mogadishu, Garowe, and Hargeisa by developing and implementing standard operating procedures (SOPs) for accurate inventory management. This role is vital for ensuring that health supplies reach their intended recipients efficiently and effectively, thereby contributing to the overall health system strengthening in the country.
Duties and Responsibilities: The consultant will be responsible for several key deliverables: 1) Maintaining up-to-date warehouse inventory records, including ensuring that inventory records in the BMS system are accurate for all three warehouses and conducting stock count exercises with zero discrepancies. 2) Piloting an inventory tracking tool, which includes implementing QR coding for items, conducting a pilot of the tracking tool, and producing a report with lessons learned and recommendations. 3) Improving warehouse management by localizing warehouse management SOPs specific to Somalia. The consultant will also be expected to conduct training sessions for WHO and Ministry of Health staff on the new tracking tool and SOPs, ensuring that all stakeholders are equipped to manage inventory effectively.
Required Qualifications: Candidates must possess a university degree in public or business administration, logistics management, engineering, or related fields from an accredited institution. Additionally, a professional certification in transport, distribution, or supply chain management is desirable. Candidates should also have training in information management systems as they relate to logistics and supply management. Strong technical skills in Microsoft Office applications and database management are essential for monitoring supplies and inventory effectively.
Educational Background: The educational background required for this position includes a university degree in relevant fields such as public or business administration, logistics management, or engineering. Candidates with additional qualifications, such as professional certifications in supply chain management or training in information management systems, will be viewed favorably. The educational qualifications must be from accredited institutions recognized in the World Higher Education Database (WHED).
Experience: A minimum of five years of related experience is required, with a focus on managing emergency logistics and supply chain operations, particularly in international organizations. Candidates should have experience in warehousing operations and supporting emergency humanitarian efforts. Prior experience working with WHO, UN agencies, or recognized humanitarian organizations is highly desirable, as it demonstrates familiarity with the operational context and challenges faced in such environments.
Languages: Fluency in English at an expert level is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the operational context in Somalia or the broader region.
