Job Overview: The Data Management Officer position at WFP is crucial for ensuring the integrity and accuracy of beneficiary data within the organization's operations. This role involves leading the enrolment processes in SCOPE, a digital platform used for managing beneficiary information, and ensuring compliance with established standards. The officer will be responsible for maintaining and updating beneficiary records, managing cash-based transfers, and ensuring that all data is free from duplicates. The position requires collaboration with various teams, including Area Offices and technical teams, to provide frontline support during registrations and beneficiary rotation activities. The Data Management Officer will also be involved in monitoring in-kind distributions, tracking commodity accounting, and providing monthly reporting inputs for the Country Office. This role is essential for supporting WFP's mission to deliver effective humanitarian assistance to those in need.
Duties and Responsibilities: The Data Management Officer will have a comprehensive set of responsibilities, including:
Leading enrolment processes in SCOPE, ensuring accurate data entry and compliance with standards.
Maintaining and updating beneficiary records, including biometric updates and mobile number changes.
Managing records of Cash-Based Transfers and In-kind enrolments, ensuring alignment with distribution plans.
Providing support to Area Offices and technical teams during registrations and beneficiary rotation activities.
Conducting programmatic and biometric deduplication and quality checks to ensure data integrity.
Monitoring the interagency phone number deduplication platform and resolving data discrepancies.
Conducting regular data integrity checks and supporting data cleaning exercises.
Monitoring in-kind distributions and liaising with various units to resolve discrepancies.
Preparing reports and documentation for stakeholders and acting as a focal point for operational queries. 1
Performing other related tasks as required to support the IDM and Delivery Team’s objectives.
Required Qualifications: Candidates must possess a secondary school education or a university degree (Diploma/Bachelor) in Social Sciences, International Development, Business Administration, or a related field. Additionally, candidates should have a strong proficiency in MS Office applications, including Word, PowerPoint, and Excel. Familiarity with corporate digital tools and systems is considered an advantage. Excellent organizational, analytical, and communication skills are essential for success in this role.
Educational Background: The educational requirements for the Data Management Officer position include either the completion of secondary school education or a university degree in relevant fields such as Social Sciences, International Development, or Business Administration. A higher level of education may be preferred, but practical experience is also highly valued.
Experience: Candidates should have at least five years of relevant experience if they hold a secondary school certificate, or a minimum of two years of experience in Cash-Based Transfers (CBT) or related fields if they possess a university degree. This experience should demonstrate the candidate's ability to manage data effectively and work within humanitarian contexts.
Languages: Fluency in both English and Somali is mandatory for this position. Proficiency in additional languages may be considered an asset, but the primary requirement is strong communication skills in these two languages to effectively engage with beneficiaries and stakeholders.
