Job Overview:
The Programme Policy Officer (Data Analyst) – NOA position at WFP is crucial for enhancing the organization's data analytics capabilities, particularly in the context of humanitarian assistance. The role involves working under the supervision of the Data Analytics Team Lead to develop and operationalize a data-informed framework that improves the identification and prioritization of vulnerable populations for assistance. The officer will be responsible for designing and maintaining analytical tools that track beneficiaries throughout the assistance delivery cycle, ensuring that data integrity is upheld. This position requires a proactive approach to anomaly detection and assurance, as well as the establishment of reconciliation mechanisms across various platforms. The officer will also play a key role in developing visualization tools and dashboards that provide real-time insights into program performance and beneficiary trends, thereby supporting evidence-based decision-making within the organization. Furthermore, the role includes capacity building for staff at the country office and area offices, fostering a culture of data literacy and autonomy in data-driven operations.

Duties and Responsibilities:
The duties and responsibilities of the Programme Policy Officer (Data Analyst) include:
  • Leading the development of a data-informed framework for identifying and prioritizing vulnerable populations for assistance.
  • Designing and maintaining analytical tools to track beneficiaries and report on those who are planned for assistance or dropped during the delivery cycle.
  • Enhancing anomaly detection capabilities by identifying discrepancies across corporate systems and ensuring accurate reconciliation of transfers and program data.
  • Establishing in-kind reconciliation mechanisms across platforms such as COMET, SCOPE, and LESS.
  • Supporting Area Offices in monitoring anomalies in Payment Lists and ensuring compliance with corporate procedures.
  • Overseeing deduplication processes and ensuring timely suspension of biometric duplicates.
  • Developing visualization tools to display near real-time delivery cycle progress and maintaining dashboards to monitor program performance.
  • Producing monthly reports in collaboration with various units, including transfer and programmatic reconciliation reports.
  • Engaging with CO and AO teams to understand their data needs and aligning analytical products with operational decision-making processes. 1

Required Qualifications:
Candidates must possess an advanced university degree in data science, computer science, information systems, mathematics, statistics, or a related discipline. Alternatively, a first university degree with additional relevant work experience and/or training may be considered. Proficiency in SQL, Power BI/Tableau, and data modeling is essential, along with strong skills in data cleaning, validation, and anomaly detection. Candidates should also have a solid understanding of SCOPE datasets and humanitarian program workflows, as well as strong communication and capacity-building skills. The ability to identify lessons learned and best practices, conduct training sessions, and maintain accurate records is also required.

Educational Background:
The educational background required for this position includes an advanced university degree in relevant fields such as data science, computer science, information systems, mathematics, or statistics. A first university degree may be acceptable if accompanied by significant relevant work experience and training. Continuous learning and staying updated on data analytics tools and best practices are also encouraged.

Experience:
Candidates should have at least one year of relevant experience if they hold an advanced university degree, or a minimum of three years of experience in data analytics, reconciliation, identity management, operational dashboards, or related fields if they possess a first university degree. Experience in humanitarian contexts and familiarity with WFP's operational frameworks will be advantageous.

Languages:
Fluency in English and Somali is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication within diverse teams and with various stakeholders.
