Job Overview:
The position of Senior Technical Expert for Strategic Analytics and Reporting is critical for the Pakistan Polio Eradication Program, particularly in the context of the National Emergency Operations Center (NEOC). This role involves leading high-level analytics, strategic reporting, and donor communications, with a focus on evidence-based, targeted communication strategies. The expert will be responsible for translating complex epidemiological data into actionable strategies for Social and Behavior Change Communication (SBCC) and ensuring that the program's communication efforts are aligned with operational and surveillance data. The role requires a unique combination of medical knowledge, advanced epidemiology, and data science skills to visualize insights effectively. The expert will also play a key role in capacity building and technical support for data teams, ensuring that data-driven interventions are implemented effectively in high-risk areas.

Duties and Responsibilities:
The Senior Technical Expert will conduct strategic analytics and integrated planning, develop high-impact infographics and executive presentations, produce donor-facing reports and strategic proposals, and support the operationalization of the SBCC Accountability Framework. Responsibilities include conducting capacity building and technical support for data teams, coordinating cross-functional collaboration, and providing rapid analytics for emergency response. The expert will lead strategic analytics through data triangulation, support predictive analytics development, provide strategic input into campaign design, and develop high-quality infographics and presentations. They will also draft outcome reports, donor proposals, and strategic policy briefs, ensuring that all products reflect a deep understanding of SBCC strategy and evolving campaign dynamics. Additionally, the expert will conduct advanced training workshops for provincial data staff and develop a Data Visualization Standard Operating Procedure (SOP).

Required Qualifications:
Candidates must possess an advanced university degree (Master's or above) in Epidemiology, Biostatistics, or Public Health. A first university degree (Bachelor's) in a relevant field, combined with two additional years of professional experience, may be accepted in lieu of an advanced degree. Additional certifications in Data Science, Visualization (Tableau/Power BI), or Health Informatics are also required. Candidates should have a minimum of five years of progressively responsible experience in the health sector, specifically within the Pakistan Polio Program, and must demonstrate multi-tier and multi-pillar experience across various operational levels of the program.

Educational Background:
The educational background required for this position includes an advanced university degree in Epidemiology, Biostatistics, or Public Health. Candidates with a Bachelor's degree in a relevant field, along with additional professional experience, may also be considered. Additional certifications in data science and visualization tools are highly desirable.

Experience:
Candidates should have at least five years of progressively responsible experience in the health sector, particularly within the Pakistan Polio Program. They must have documented experience working at multiple tiers of the polio program, including field implementation, district emergency operations, and provincial or national emergency operations. Experience collaborating across multiple pillars such as operations, surveillance, EPI, and communications is essential.

Languages:
Fluency in English and Urdu (both verbal and written) is required for this position. Knowledge of Pashto or other local languages is considered a distinct asset for field-level contextualization.
