Job Overview:
The Field Office Manager is responsible for overseeing the daily operations of the field office, ensuring that all administrative, HR, finance, logistics, and security" style="border-bottom: 1px dotted #007bff !important;">security tasks are managed effectively. This role requires a strong understanding of NRC policies and procedures, as well as the ability to coordinate with various stakeholders, including UN agencies and local authorities. The Field Office Manager will also play a crucial role in supporting project implementation and ensuring compliance with donor requirements. The position demands a proactive approach to managing relationships and addressing challenges that may arise in the field, particularly in complex and volatile contexts.

Duties and Responsibilities:
  • Manage and supervise support staff at the field office level, ensuring effective performance and adherence to NRC policies.
  • Oversee day-to-day HR and administrative tasks, including recruitment, training, and development of staff.
  • Ensure compliance with NRC's financial, logistics, and security policies and procedures.
  • Coordinate and assist with budgeting and financial management for shared costs and support functions.
  • Facilitate representation meetings with UN agencies, partners, and local authorities to promote NRC's mission and objectives.
  • Monitor and evaluate project implementation, ensuring adherence to quality control procedures and donor compliance.
  • Participate in program reviews and contribute to the assessment of humanitarian needs in the host community and among refugees.
  • Act as NRC's representative at the field level, managing overall operations and ensuring effective communication with the management team in Nairobi.
  • Support the identification of key partners for strategic collaborations in areas of operation based on needs assessments.

Required Qualifications:
  • Minimum of 4 years of experience in a senior-level project implementation and management position within a humanitarian, recovery, or development context.
  • Proven experience in program, financial, asset, HR management, budgeting, and administration.
  • Knowledge of at least two program areas, such as cash-based interventions, education, or Information, Counselling, and Legal Assistance (ICLA).
  • Documented results related to the responsibilities of the position, demonstrating effective management and implementation of projects.

Educational Background:
A relevant degree in social sciences, management, or a related field is preferred. Additional certifications in project management or humanitarian response may be advantageous.

Experience:
Candidates should have a minimum of 4 years of relevant experience in project management, particularly in humanitarian or development contexts. Experience in complex and volatile environments, such as Dadaab, is highly desirable and will be considered an added advantage.

Languages:
Fluency in written and oral English is mandatory. Knowledge of additional languages relevant to the region may be considered an asset, enhancing communication with local communities and stakeholders.
