The incumbent will oversee the operational aspects of administrative services, including travel, transportation, meeting management, asset management, and staff security. This role requires a proactive approach to managing a team, ensuring compliance with WHO policies and procedures, and facilitating continuous improvement in service delivery. The supervisor will be expected to provide technical guidance, support training initiatives, and foster a culture of best practices within the team. The position demands strong leadership skills, the ability to manage competing priorities, and a commitment to enhancing the overall effectiveness of administrative operations.
Duties and Responsibilities: The incumbent will be responsible for supervising the delivery of services in specialized operational areas, ensuring that all transactions are executed efficiently and effectively. Key responsibilities include:
Leading a team to administer the delivery of services and transactions, ensuring compliance with established procedures and guidelines.
Quality assurance of work products and processes, justifying and escalating procedural exceptions as necessary.
Advising clients and staff on core service lines, interpreting relevant procedures and regulations.
Managing delegated certifications and approvals, ensuring alignment with business plans and adherence to rules and regulations.
Conducting training sessions for staff and clients in business operations support.
Identifying and implementing improved service line processes for optimal client service and efficiency.
Providing administrative support in financial, human resources, and procurement services, including managing budgets and supplier relationships.
Briefing staff on administrative procedures and ensuring adherence to WHO's operational standards.
Required Qualifications: Candidates must possess a minimum of eight years of progressively responsible work experience in administrative support services, particularly in operational support areas. Essential qualifications include:
Strong understanding of WHO's rules, regulations, and operational procedures.
Proven experience in managing financial support services, human resources, and procurement processes.
Excellent team management and facilitation skills, with the ability to adapt to fast-paced environments and competing priorities.
Proficiency in MS Office suite and familiarity with Oracle-based systems or other enterprise resource planning systems is desirable.
Educational Background: The minimum educational requirement for this position is the completion of secondary education. However, a university degree in business administration or a related field is highly desirable. Additionally, training and certification in UN operational service areas or systems will be considered an asset.
Experience: Candidates should have at least eight years of relevant experience in administrative support services, with a preference for those who have worked within WHO or another United Nations agency. Experience with Oracle-based systems or similar enterprise resource planning systems is also desirable, as it demonstrates familiarity with the tools used in administrative operations.
Languages: Essential language skills include excellent knowledge of English and the local language. Proficiency in additional languages may be considered an advantage, enhancing communication with diverse stakeholders.
Additional Notes: This position is subject to local recruitment and will be filled by candidates from the local commuting area. The remuneration package includes an annual net base salary starting at PHP 1,025,043, with mandatory deductions for pension contributions and health insurance. Employees are entitled to 30 days of annual leave.
